Abstract

Sejak 2020 supply chain material MRO (Maintenance, Repair &
Operational) di Badak LNG mengalami kendala yang cukup berarti. Hal ini ditunjukan dari banyaknya material dengan pergerakan cepat (fast moving) yang mengalami stock out pada saat diperlukan. Kondisi stock out seperti ini diakibatkan oleh menurunnya supply feed gas yang berujung kepada perampingan organisasi perusahaan dan beberapa fungsi supply chain juga dikurangi manpower nya. Kemudian dengan adanya pandemi Covid-19 dan PPKM yang diberlakukan oleh Pemerintah membuat supply material MRO menjadi lebih lambat dari seharusnya. Untuk mengatasi masalah tersebut perlu dicari metode pengadaan dengan replenishment system yang lebih cepat yakni dengan cara kolaborasi dengan supplier melalui vendor managed inventory (VMI). Namun sebelum VMI diterapkan, perlu dilakukan studi terhadap kriteria material MRO apa saja yang bisa dikelola dengan VMI, sehingga nantinya menghasilkan daftar material yang dapat dikelola dengan VMI dan prosedur menjalankan VMI. Dengan dilakukan metode studi hybdrid didapatkan kriteria material VMI di Badak LNG dan dengan metode AHP didapatkan 2077 SKU (40%) dari 5250 SKU yang dikelola oleh material analyst secara rutin dapat dikelola secara VMI. Penggunaan VMI ini dapat menghemat 2% dari biaya pengadaan pertahunnya dan memberikan keuntungan-keuntungan lain yang lebih besar. Dalam prakteknya VMI mungkin saja menimbulkan beberapa kondisi yang tidak diinginkan sehingga perlu mempertimbangkan pengukuran kinerja supply chain dengan berfokus kepada supplier readiness study sebelum menerapkan VMI di Badak LNG.

Since 2020, the MRO (Maintenance, Repair & Operational) material supply chain at Badak LNG has experienced significant problems. This is shown by the large number of fast-moving materials that are stocked out when needed. Stock out conditions like this are caused by a decrease in feed gas supply which has led to the downsizing of the company's organization and several supply chain functions have also had their manpower reduced. Then, with the Covid-19 pandemic and the PPKM implemented by the Government, the supply of MRO materials was slower than it should have been. To overcome this problem, it is necessary to look for a procurement method with a faster replenishment system, namely by collaborating with suppliers through vendor managed inventory (VMI). However, before VMI is implemented, it is necessary to study the criteria for what MRO materials can be managed with VMI, so that later it will produce a list of materials that can be managed with VMI and procedures for running VMI. By carrying out the hybrid study method, VMI material criteria were obtained at Badak LNG and using the AHP method, 2077 SKUs (40%) of the 5250 SKUs managed by material analysts routinely could be managed using VMI. Using VMI can save 2% of annual procurement costs and provide other greater benefits. In practice, VMI may cause several undesirable conditions, so it is necessary to consider measuring supply chain performance focused on supplier readiness study before implementing VMI in Badak LNG.
