Abstract

Level implementasi dalam manajemen keselamatan di pulau Jawa sebesar 47,80%. Efektivitas manajemen dinilai hanya mengarah ke suatu hal reaktif (pasca kecelakaan). Tetapi diperlukan hal proaktif dengan mempertimbangkan iklim keselamatan organisasi manajemen dengan menyeimbangi adanya biaya investasi K3 di lapangan.
Tujuan penelitian ini adalah mengidentifikasi dan menganalisis faktor yang berpengaruh pada tingkat kinerja K3 dengan cara mengidentifikasi faktor iklim keselamatan organisasi yang berfokus pada perilaku manajemen dan biaya investasi K3 yang saling mempengaruhi. Penggunaan metode sistem dinamik dapat merepresentasikan hubungan antara variabel perilaku manajemen, permasalahan internal dan eksternal dalam mengambil keputusan yang diakibatkan indikator berfluktuasi. Pembentukan model awal Causal Loop Diagram menunjukkan indikator perilaku manajemen yang saling berhubungan mempengaruhi hasil kinerja K3 melalui audit serta melibatkan indikator biaya investasi. Selanjutnya, indikator divalidasi oleh para ahli (expert) melalui angket, kemudian akan dikuatkan dengan survei utama terhadap responden
Manajer K3, dan ahli bidang tersebut yang memiliki kewenangan K3 di lapangan. Selanjutnya breakdown Stock Flow Diagram dari konseptual CLD dengan rate tingkat iklim keselamatan organisasi, indikator dominan yakni manajemen komitmen, serta kinerja aktivitas pengawasan dan persentase rate tingkat biaya investasi K3. Base model kinerja K3 diolah berdasar hipotesis dan validasi variabel internal tersebut. Selain itu dipengaruhi faktor luar ialah regulasi K3 pemerintah. Berdasarkan skenario peningkatan kinerja K3 terhadap penambahan biaya insentif merupakan variabel biaya investasi K3 rata-rata kenaikan dari perubahan parameter biaya insentif sebesar 0,08 mempengaruhi peningkatan kinerja tersebut.
Sedangkan skenario struktur tinjauan manajemen yang merepresentasikan iklim keselamatan K3 didapatkan dengan rata-rata peningkatan 0,795. Penelitian terkait pentingnya aspek-aspek yang mempengaruhi implementasi K3 konstruksi gedung, sehingga dapat menjadi referensi bagi organisasi proyek dalam penyusunan program dan langkah–langkah dalam mengoptimalisasi implementasi K3.

The implementation level of safety management in Java shows 47,80%. The effectiveness of the assessed management only leads to a reactive thing (after an accident). However, it is also necessary to be proactive by considering the safety of
the organization's environment by balancing the costs of SH investment in the field. This study aims to identify and analyze the factors that influence the level of SH performance by identifying the organizational safety climate factors that focus on management behavior and SH investment costs that affect each other. The method uses a system dynamics to represent the relationship between management behavior variables and internal and external problems in decisions caused by fluctuating indicators. The formation of the initial model as a Causal Loop Diagram shows management behavior that interconnectedly affects the performance process through audits and involving hands of SH investment costs.
Furthermore, the indicators are validated by experts through questionnaires, then strengthened by a primary survey of SH managers' respondents, and experts in that field who have SH authority. The breakdown of the Stock Flow Diagram of the
conceptual CLD with the organizational safety climate level rate, the dominant indicator, namely commitment management, as performance of supervisory activities and the percentage rate of the SH investment costs. The SH performance base model is processed based on the hypothesis and the validation of the internal variables. In addition, it is influenced by external factors, namely government SH regulations.
Based on the scenario of increasing SH performance with the addition of incentive costs, it is a variable of SH investment costs that the average increase from the change in the incentive cost parameter of 0,08 affects the performance
improvement. At the same time, the scenario of the management review structure that represents the safety climate is obtained with an average increase of 0,795. This study examines the importance of aspects that affect the implementation of SH building construction so that it can be a reference for project organizations in program preparation and steps in optimizing SH performance.
