Abstract

Bendungan Temef di Kupang, Nusa Tenggara Timur merupakan salah satu dari tujuh bendungan baru di Provinsi Nusa Tenggara Timur. Bendungan ini mulai dibangun pada tanggal 5 Januari 2018. Salah satu bangunan yang dibangun terlebih dahulu adalah saluran pengelak. Saluran pengelak ini digunakan untuk mengalihkan sementara aliran sungai sehingga proses konstruksi dapat berjalan dan lokasi konstruksi bebas dari air. Pada bulan Agustus 2020, pihak owner mengizinkan proses pengelakan sungai (river closure). Awalnya proses pengelakan berjalan lancar namun terjadi masalah pada tahun 2021. Saluran pengelak tidak mampu untuk mengalihkan aliran sungai sehingga terjadi banjir pada bagian hulu saluran pengelak. Akibat hal ini, proses konstruksi terpaksa dihentikan karena dikhawatirkan terjadi kegagalan konstruksi. Banjir ini mengindikasikan bahwa bisa saja terjadi kesalahan dalam mendesain saluran pengelak di Bendungan Temef. Perencanaan ulang saluran pengelak dilakukan agar didapatkan dimensi saluran pengelak yang optimal dan sesuai dengan kondisi hidrologi di lapangan.
Dalam proses merencanakan ulang saluran pengelak, pertama-tama dilakukan studi literatur dan studi lapangan yang bertujuan mengetahui apa saja masalah yang terjadi. Setelah itu, dilakukan pengumpulan data-data meliputi data hidrologi seperti curah hujan, data peta lokasi, dan data-data hidrolika seperti dimensi salurang existing. Setelah data-data dikumpulkan, dapat dilakukan analisis hidrologi untuk mendapatkan tinggi hujan rencana serta debit banjir. Lalu dari hasil analisis hidrologi, dapat direncanakan dimensi saluran yang mampu untuk menampung debit rencana tersebut.
Dari hasil perencanaan ulang, dengan periode ulang 25 tahun = 192,78 mm didapatkan debit banjir lewat saluran pengelak Qinflow = 4769,83 m3/dt dan Qoutflow = 4596,24 m3/dt dengan dimensi saluran D = H = 13,5 meter dan tinggi air maksimal 25,5 meter.

The Temef Dam in Kupang, East Nusa Tenggara is one of seven new dams in the province of East Nusa Tenggara. This dam began construction on January 5, 2018. One of the buildings that was built first was the diversion channel. This diversion channel is used to temporarily divert the flow of the river so that the construction process can proceed and the construction site is free from water. In August 2020, the owner allowed the river closure process. Initially the diversion process went smoothly but there was a problem in 2021. The diversion channel was unable to divert the flow of the river so that there was flooding in the upstream part of the diversion channel. As a result of this, the construction process had to be stopped for fear of construction failure. This flood indicates that there could be an error in the design of the diversion channel at the Temef Dam. The diversion channel redesign was carried out in order to obtain the optimal diversion channel dimensions and in accordance with the hydrological conditions in the field.
In the process of redesign the diversion evasion channel, a literature study and field study were first carried out with the aim of finding out what the problems were. After that, data were collected including hydrological data such as rainfall, location data, and hydraulic data such as dimensions of existing channels. After the data is collected, hydrological analysis can be carried out to obtain the design rain height and flood discharge. Then from the results of the hydrological analysis, the dimensions of the channel that are able to accommodate the planned discharge can be planned.
The result from redesign, with 25 years period = 192,78 mm it was found that flood through channel Qinflow = 4769.83 m3/s and Qoutflow = 4596.24 m3/s with channel dimensions D = H = 13.5 meters and a maximum water height of 25.5 meters.
