Abstract

Jalan ruas Waru - Sidoarjo merupakan salah satu jalan utama di Sidoarjo yang berfungsi untuk menghubungkan Sidoarjo dengan luar kota dan dalam kota Sidoarjo. Berdasarkan kelas jalannya Jalan Ruas WamSidoarjo termasuk jalan arteri primer. Pada jalan arteri primer ada beberapa klasifikasi yang harus terpenuhi agar jalan tersebui dapat berfungsi dengan semestinya. Klasifikasi ini ditur oleh undang-undang dan peraturan tentang jalan yang dimiliki oleh Indonesia. Salah satunya, pada jalan ini semestinya tidak boleh terjadi kemacetan karena dapat menghambat arus lalu lintas yang mau masuk dan keluar dari Sidoarjo. Namun hal ini tidak lagi sesuai dengan kondisi pada Jalan Ruas Waru-Sidoarjo saat ini. Maka perlu diadakan sebuah evaJuasi pada jalan ini. Evaluasi dilakukan terhadap kondisi inventory geometri jalannya, nilai derajat kejenuhan yang terjadi, dan tingkat pelayanan jalan pada Jalan Ruas Waru-Sidoarjo i saat ini. Kemudian hasil evaluasi ini dicocokkan dengan klasifikasi jalan Ruas Waru-Sidoarjo yang seharusnya apakah masih memenuhi atau tidak. Analisa yang dilakukan terhadap Jalan Ruas Waru-Sidoarjo berdasarkan Undang-Undang Nomor 38 Tahun 2004,Peraturan Pemerintah Nomor 34 tahun 2006, NAASRA 1988, Tata Cara Perencanan Geometrik Jalan Antar Kota Bina Marga 1997Xeputusan Menteri Nomor 14 Tahun 2006. Dari Hasil analisa tersebut, maka dihitung tingkat kesesuaiarmya dengan menggunakan Skala Guttman. Dari hasil analisa tersebut,temyata terdapat beberapa hal yang tidak memenuhi klasifikasi,yaitu : masih terjadi kemacetan,kecepatan yang dibawah syarat kecepatan pada jalan arteri primer. Oleh sebab itudican solusi agar jalan ruas Waru-Sidoarjo dapat memenuhi klasifikasinya sebagai jalan dan pelayanan angkutan umum. perlu adanya penertiban pedagang kakr lima di sepanjang Ruas Jalan Waru-Sidoarjo agar dapat mertgurangi kemacetan lalu lintas

The Waru - Sidoarjo road is one of the main roads in Sidoarjo which functions to connect Sidoarjo with outside the city and inside the city of Sidoarjo. Based on the road class, the WamSidoarjo Road is a primary arterial road. On primary arterial roads, there are several classifications that must be met so that the road can function properly. This classification is regulated by laws and regulations regarding roads owned by Indonesia. One of them is that there should be no traffic jams on this road because it can hinder the flow of traffic entering and leaving Sidoarjo. However, this is no longer in accordance with the current conditions on the Waru-Sidoarjo Road. So it is necessary to carry out an evaluation on this road. An evaluation was carried out on the condition of the road geometry inventory, the value of the degree of saturation that occurred, and the current level of road service on the Waru-Sidoarjo I Road. Then the results of this evaluation are checked with the road classification of the Waru-Sidoarjo section, whether it still meets or not. The analysis carried out on the Waru-Sidoarjo Road Section is based on Law Number 38 of 2004, Government Regulation Number 34 of 2006, NAASRA 1988, Procedures for Geometric Planning of Inter-City Highways 1997X Ministerial Decree Number 14 of 2006. From the results of this analysis, it follows that The level of suitability is calculated using the Guttman Scale. From the results of this analysis, it turns out that there are several things that do not meet the classification, namely: traffic jams still occur, speeds that are below the speed requirements on primary arterial roads. Therefore, there is a solution so that the Waru-Sidoarjo road section can fulfill its classification as a road and public transport service. There is a need to control street vendors along Jalan Waru-Sidoarjo in order to reduce traffic congestion
