Abstract
Pelayanan Jaringan Irigasi di Kabupaten Lumajang guna menunjang pembangunan di sektor pertanian untuk mendukung program Kedaulatan Pangan masih belum optimal dan masih muncul permasalahan dalam pelaksanaan operasi dan pemeliharaannya. Untuk meningkatkan kinerja dalam memenuhi kebutuhan pelayanan jaringan irigasi, diperlukan alat untuk menilai kinerja pelayanan jaringan irigasi.
Penelitian ini bertujuan untuk mengetahui faktor-faktor yang berpengaruh dalam menilai kinerja pelayanan jaringan irigasi dengan tiga model, yaitu: model direct, model indirect dan model all indirect. Acuan yang digunakan untuk mengetahui faktor-faktor yang mempengaruhi Kinerja Pelayanan Jaringan Irigasi ini berbeda dengan standar yang dikeluarkan Kementrian Pekerjaan Umum sebagai acuan untuk menilai indeks Kinerja Jaringan Irigasi. Karena acuan kementrian Pekerjaan Umum masih bersifat menilai keberadaan aset yang ada di dalam jaringan irigasi belum menilai keberfungsian aset jaringan irigasi. Kinerja pelayanan jaringan irigasi ini memodifikasi acuan pada penilaian irigasi modern dan Bench marking Irrigation and Drainage dari Food and Agriculture Organization (FAO), irigasi modern dan Permen PU Nomor 12/PRT/M/2015 dan disusun melalui survei yang diperoleh dari responden sebanyak 50 orang yang terdiri dari Balai Besar Brantas sebanyak 9 orang, Dinas PU Provinsi Jawa Timur sebanyak 20 orang dan Dinas PU Kabupaten Lumajang sebanyak 21 orang.
Aspek penilaian kinerja ini berupa faktor-faktor yang mempengaruhi kinerja pelayanan jaringan irigasi. Faktor-faktor tersebut antara lain ketersediaan air, kondisi prasarana fisik, manajemen, kelembagaan dan sumber daya manusia. Pengujian kecocokan pengukuran model dengan Structural Equation Modelling (SEM) menggunakan Partial Least Square (PLS) terhadap variabel dan sub variabel untuk mengukur variabel dan subvariabel Kinerja Pelayanan Jaringan Irigasi mendapatkan faktor dan indikator yang mempengaruhi secara tepat dan konsisten mempunyai bobot pengaruh lebih dari 0.5 direkomendasikan menjadi faktor seluruh variabel dan indikator sebanyak 24 dari 27 indikator. Kemudian disusun ulang pemodelan dengan subvariabel yang berpengaruh untuk mengetahui pembobotannya dengan menggunakan Partial Least Square (PLS) dengan hasil yaitu : aspek ketersediaan air (X1) sebesar 5.6%, aspek infrastruktur (X2) sebesar 43.8%, aspek manajemen (X3) sebesar 21.2%, aspek kelembagaan (X4) sebesar 17.7% dan aspek sumberdaya manusia (X5) sebesar 11.7%.
Hasil Pembobotan diimplementasikan ke tiga Daerah Irigasi di Kabupaten Lumajang dengan hasil Kinerja Pelayanan Jaringan Irigasi yakni JI Bondoyudo sebesar 71.27%, JI Tekung sebesar 82.59% dan JI Gubug Domas sebesar 69.44%.=====Services Irrigation in Lumajang to support development in the agricultural sector to support the Food Sovereignty program is still not optimal and still appear the problems in the implementation of operations and maintenance. To improve performance in meeting the service needs of the irrigation network, the necessary tools to assess service performance of irrigation network. This study aims to determine the factors that influence the service performance of irrigation network with three models, namely: a model of direct, indirect models and models of all indirect. Benchmark used to determine the factors that affect performance Irrigation Network Services is different from the standards issued by the Ministry of Public Works as a reference for assessing the performance index of Irrigation. Because the reference Ministry of Public Works is still assessing the presence of existing assets in the irrigation network assets not yet assess the functioning of the irrigation network. Service performance of irrigation network is to modify the reference to the assessment of modern irrigation and Bench marking Irrigation and Drainage of the Food and Agriculture Organization (FAO), modern irrigation and Candy Works No. 12 / PRT / M / 2015 and compiled through surveys obtained from the respondents as many as 50 people which consists of the Great Hall of the Brantas as many as nine people, East Java Province Department of Public Works of 20 people and the Department of Public Works Lumajang many as 21 people.
Aspects of this performance appraisal form factors that affect the performance of irrigation network services. These factors include the availability of water, the condition of the physical infrastructure, management, institutional and human resources. Testing suitability of measurement models with Structural Equation Modelling (SEM) using Partial Least Square (PLS) to variables and sub-variables to measure variables and subvariable Service Performance Irrigation gain factors and indicators affecting correctly and consistently has a weight of more influence than 0.5 recommended be factor all variables and indicators as many as 24 out of 27 indicators. Then rearranged modeling with subvariable influential to determine the weighting by using Partial Least Square (PLS) with the result that: aspects of water supply (X1) of 5.6%, infrastructure aspects (X2) amounted to 43.8%, the management aspect (X3) amounted to 21.2% ,institutional aspects (X4) amounted to 17.7% and aspects of human resources (X5) amounted to 11.7%. Weighting results implemented into three irrigation area in Lumajang with the results of the Irrigation Network Service Performance JI Bondoyudo by 71.27%, amounting to 82.59% Tekung JI and JI Gubug Domas by 69.44%.
