Abstract

Pemberian jaminan harga produsen gabah oleh Perum Bulog merupakan salah satu usaha untuk melindungi kesejahteraan petani padi. Disisi lain, kesejateraan petani juga dipengaruhi dari hasil produksi padi atau gabah yang berdampak pada jumlah pendapatan & keuntungan yang diterima petani. Penetapan harga produsen gabah tidak secara langsung dipengaruhi oleh produksi namun masih ada beberapa faktor- faktor nonliner lainnya, seperti ketersediaan lahan, jumlah permintaan, persediaan beras, harga beras dan lainnya. Adanya faktor-faktor nonlinear tersebut maka pemodel simulasi yang dapat digunakan untuk menentukan harga produsen gabah adalah metode sistem dinamik. Setelah dilakukan pemodelan simulasi menunjukkan bahwa harga produsen gabah dipengaruhi oleh produktivitas padi di Jawa Timur. Terbukti dari hasil skenariosasi dar 6 rancangan skenario bahwa skenario intensifikasi tanam (peningkatan produktivitas mencapai ) berdampak pada penurunan harga menjadi Rp 3.862/kg tetapi keuntungan yang diperoleh meningkat 33,33%. Kemudian, skenario yang memberikan hasil terbaik adalah skenario dengan penjuala gabah bentuk gabah kering giling (GKG) dengan revitalisasi sehingga harga produsen gabah mencapai Rp. 4.557/kg dan keuntungan meningkat hingga 41,84%.

Paddy producer price guarantees is one proof of Perum Bulog to protect the welfare of farmers. However, the welfare of farmers is influenced by paddy or production that affects to revenue and profit of farmers. Pricing of producer price is not directly affected by production.But, there are other nonlinear factors, such as availability of land, demand, supply, and rice price. Because of these nonlinear factors, modelers can be used simulation model to determine paddy producer proce by system dynamic mode. After simulation modelling, it shows that paddy producer price is affected by paddy productivity in East Java. It's proven on result of 6 plan screnario that have been made. scenario result show that plant intesification ( 8-16,3% productivity growth every year) affects to decreasing paddy producer price at Rp 3.862/kg and increasing profit of farmers till 33,33%. Then, the best scenario result is selling paddy as dried paddy not wet paddy by technology revitalization so paddy producer price increase till Rp 4.557/kg and profit of farmers increase till 41,84% too.
