Abstract

Biaya adalah komponen penting dan menjadi indikator keberhasilan sebuah proyek. Pada pelaksanaan proyek di industri Migas sangat memungkinkan terjadi pembengkakan biaya atau cost overrun. Sejalan dengan hal tersebut telah iketahui
terjadi cost overrun pada pelaksanaan proyek chemical treatment di PT. Pertamina West Madura Offshore (WMO) yang merupakan perusahaan penghasil minyak dan gas. Penelitian ini menggunakan pendekatan kualitatif dan kuantitatif dengan metode teknik analisis menggunakan data hasil kuesioner dengan responden dari pemberi kerja dan kontraktor pelaksana untuk mendapatkan variabel dan indikator tambahan.
Selanjutnya kuisoner semi-interview dilakukan untuk mandapatkan konstruksi FTA dan probabilitas dari setiap basic event untuk mendapatkan analisis kualitatif dan kuantitatif. Setelah dilaksanakan Forum Group Discussion (FGD) di dapat rencana pencegahan cost overrun pada pelaksanaan proyek chemical treatment. Hasil analisis menggunakan kuadran Geometri mean-standard deviasi terdapat 9 faktor penyebab
dominan atau sebesar 35% yang ada di kuadran D. Analisis selanjutnya menggunakan Fault Tree Analysis (FTA) dengan metode analisis qualitative dan quantitative. Probabilitas dari setiap basic event yang di dapat dari FTA dilakukan
kombinasi minimum Cut Set sehingga diperoleh probabilitas dengan 3 urutan terbesar. Faktor “Pelaksanaan proyek tidak sesuai” adalah probabilitas 0,98 mempunyai basic event dengan probabilitas terbesar 0,54 adalah cuaca buruk menyebabkan pengiriman ke offshore terganggu yang dapat dicegah dengan
memanfaatkan data Cuaca untuk referensi pengaturan ritme pengiriman material ke offshore. Untuk faktor “Peralatan yang gagal” dengan probabilitas 0,95 mempunyai basic event dengan probabilitas terbesar 0,44 yaitu kerusakan pompa injeksi
chemical menyebabkan over volume dengan tindakan pencegahan menyiapkan 25% backup unit pompa dan spare part consumable. Kemudian faktor “Estimasi biaya proyek salah” mempunyai probabilitas 0,95 dengan basic event terbesar adalah biaya
termasuk OE tetapi lebih besar diatas 10% mempunyai probabilitas 0,44 dan tindakan pencegahan menggunakan survey pada minimal 3 sumber untuk menentukan biaya di OE

Cost is an important component and an indicator of the success of a project. In the implementation of projects in the oil and gas industry, it is very possible for cost overruns to occur. In line with this, it has been known that there has been a cost overrun in the implementation of the chemical treatment project at PT. Pertamina West Madura Offshore (WMO) which is an oil and gas producing company. This study uses a qualitative and quantitative approach with analytical techniques using data from questionnaires with respondents from employers and implementing contractors to obtain additional variables and indicators. Furthermore, a semi�interview questionnaire was conducted to obtain the FTA construction and the probability of each basic event to obtain qualitative and quantitative analysis. After the Forum Group Discussion (FGD) was carried out, a cost overrun prevention plan was obtained in the implementation of the chemical treatment project. The results of the analysis using the geometric mean-standard deviation quadrant, there are 9
dominant causal factors or 35% in quadrant D. The next analysis uses Fault Tree Analysis (FTA) with qualitative and quantitative analysis methods. The probability of each basic event obtained from the FTA is carried out by a minimum combination of Cut Set so that the probability is obtained in the order of 3 largest order. The factor "implementation of the project is not appropriate" is the probability of 0.98 having a basic event with the largest probability of 0.54 being bad weather causing shipping to offshore to be disrupted which can be prevented by utilizing weather data for reference in regulating the rhythm of material delivery to offshore. For the "Failed equipment" factor with a probability of 0.95, it has a basic event with the largest
probability of 0.44, namely damage to the chemical injection pump causing over volume with the precautionary measure of preparing 25% backup pump units and consumable spare parts. Then the factor "Incorrect project cost estimation" has a
probability of 0.95 with the largest basic event being costs including OE but greater than 10% having a probability of 0.44 and preventive measures using surveys at at least 3 sources to determine costs in OE
