Abstract

Di kota Surabaya ada 8 proyek konstruksi yang terhambat akibat belum selesainya masalah kasus pembebasan lahan. Delapan proyek tersebut adalah sebagian lahan MERR 11-A ( Middle East Ring Road Seri II - A ), sebangian lahan MERR II- B ( Middle East Ring Road Seri II-B), MERR Il -C (Middle East Ring Road Seri 1 I -C ), akses jalan menuju Masjid A1 Akbar (MAS), Jalan Kenjeran, akses jalan ke Jembatan Surabaya- Madura (Suramadu ), Jalan Menur, jalan bebas hambatan tol Waru-Juanda, dan tujuh kavling tanah disekitar jalan H . R. Muhammad di sekitar kawasan Surabaya. Tugas Akhir ini bertujuan untuk menganalisa luas tanah dan bangunan serta tata guna lahan yang harus dibebaskan , dan total biaya pembebasan lahan berdasarkan nilai pasar di kawasan proyek MERR IIC STA 4.600 - STA 4.850. Untuk menganalisa luas tanah dan bangunan serta tata guna lahan digunakan metode survey langsung ataupun wawancara terstruktur, dan total biaya pembebasan lahan berdasarkan nilai pasar di kawasan proyek MERR IIC STA 4.600 - STA 4.850 digunakan metode penilaian empiris AEP model IV.2 yang dikembangkan oleh Sidik (2000). Dari analisa didapatkan total luas tanah sebesar 4.022 nr dan total luas bangunan sebesar 2.347 m 2, dan sebagian besar digunakan sebagai perumahan.serta dari perhitungan metode penilaian empiris AEP model IV.2 didapatkan total biaya pembebasan sebesar Rp 6.271.078.2079

In the city of Surabaya there are 8 construction projects that have been hampered due to the unfinished business of land acquisition cases. The eight projects are part of the MERR 11-A (Middle East Ring Road Series II - A) land, part of the MERR II-B (Middle East Ring Road Series II-B) land, MERR Il -C (Middle East Ring Road Series 1 I -C ), road access to the A1 Akbar Mosque (MAS), Jalan Kenjeran, road access to the Surabaya-Madura Bridge (Suramadu), Jalan Menur, the Waru-Juanda toll road, and seven plots of land around Jalan H. R. Muhammad around the Surabaya area. This final project aims to analyze the area of land and buildings as well as land use that must be acquired, and the total cost of land acquisition based on value market in the MERR IIC STA 4,600 - STA 4,850 project area. To analyze the area of land and buildings as well as land use, direct survey methods or structured interviews were used, and the total land acquisition costs based on market value in the MERR IIC STA 4,600 - STA 4,850 project area used the AEP model IV.2 empirical assessment method developed by Sidik ( 2000). From the analysis it was found that the total land area was 4,022 nr and the total building area was 2,347 m 2, and most of it was used as housing. As well as from the calculation of the AEP model IV.2 empirical assessment method, the total acquisition cost was IDR 6,271,078,2079
