Abstract

Polemik tentang value yang dijanjikan Teknologi Informasi terkait erat dengan metode terbaik yang tersedia untuk memutuskan sebuah investasi Teknologi Informasi. Pendekatan formal financial untuk menghitung nilai manfaat IT terbukti tidak lagi mencukupi. Pendekatan formal non financial yang kemudian dipakai sebagai justifikasi pembenaran perhitungan financial, pada akhirnya seringkali juga belum memuaskan. Kedua pendekatan formal ini terbentur kepada asumsi-asumsi dan batasan-batasan sehingga akhirnya tidak mampu menjawab kerumitan dalam pengambilan keputusan yang lebih menjanjikan. Keterbatasan ini menggiring para pengambil keputusan untuk menggunakan metode alternative non formal seperti perasaaan baik (good feeling). Insting adalah sebuah bentuk perasaan baik sebagai metode primitive non formal yang melekat pada setiap manusia yang seringkali terbukti benar. Manfaat yang dijanjikan Teknologi Informasi bersifat future, absurb dan tidak pasti, merupakan tantangan yang selayaknya didekati dengan pemikiran ata u kerangka kerja yang juga bersifat “kira-kira”. Penelitian ini mengajukan sebuah kerangka pemikiran baru, yaitu mengkaji eksistensi insting dalam pengambilan keputusan investasi Teknologi Informasi. Hasil kajian melengkapi kekurangan metode- metode formal dan baku dalam menilai investasi Teknologi Informasi.

Polemics around the promised value of Information Technology is closely related to the best methods available to determine an Information Technology investment. Formal financial approach to calculate the value benefits of IT are proven no longer sufficient. Calculation of non-financial approach that is often used as a justification for financial aid calculations, in the end often also unsatisfied. Both formal approach is often bumped to the assumptions and limitations that proved unable to answer the complexity of the decision-making more promises. These limitations of ten lead decision makers to use alternative methods such as good feelings. Instinct as a good feeling is a form of primitive non-formal methods which is inherent in every human being that is often proven true. Promised benefits of Information Technology are in future, absurb and uncertain, basically is a challenge that should be approached with the idea or framework that also"approximately". This research proposed a new framework, which formali ze the existence of instincts in information technology investment decisions. Result of the study is a complementary to formal and standard methods in assessing Information Technology investments.
