Abstract

Guna mendukung tercapainya international recognition bagi ITS Surabaya, UPT Perpustakaan ITS melakukan berbagai perubahan dalam pelaksanaan tugas utamanya sebagai “jantung perguruan tinggi”, terutama untuk peningkatan kinerjanya. Perubahan ini juga menjadi dasar bagi UPT Perpustakaan ITS untuk membenahi diri menjadi sebuah perpustakaan yang berstandar world class university library. Untuk mengetahui keberhasilan upaya di atas, dirancang sebuah sistem pengukuran kinerja (SPK), yang berisi indikator kinerja untuk mengukur keberhasilan pencapaian visi dan misi, dan juga dapat menggambarkan kinerja UPT Perpustakaan ITS secara komprehensif. SPK yang dirancang ini menggunakan metode Balanced Scorecard (BSC). Pemilihan metode BSC juga memperhatikan faktor eksternal yaitu perkembangan implementasi SPK yang digunakan di lingkungan perpustakaan perguruan tinggi internasional. Metode BSC ini menerjemahkan visi, misi dan strategi yang telah ditetapkan ke dalam rangkaian tujuan strategis (obyektif) dan key performance ind icator (KPI) yang merupakan ukuran keberhasilan yang tertuang dalam empat perspektif BSC yaitu financial perspective, costumer perspective, internal business perspective, dan learning and growth perspective. Pembobotan KPI dilakukan dengan AHP. Pengolahan kuisioner perbandingan berpasangan dilakukan dengan bantuan software Expert Choice. Penelitian ini menghasilkan 41 KPI yang membangun model sistem pengukuran kinerja UPT Perpustakaan ITS. 19 KPI di antaranya adalah KPI baru yang mengandung unsur khas world class university library. Implementasi SPK dengan BSC ini menghasilkan nilai kinerja customer perspective adalah 0,403; internal business process perspective adalah 0,056; learning & growth perspective adalah 0,096; dan kinerja financia perspective adalah 0,012. Nilai kinerja UPT Perpustakaan ITS secara keseluruhan adalah 0,566. Penelitian ini juga menghasilkan KPI Data Dictionary, dan Strategy Map bagi UPT Perpustakaan ITS. Untuk membantu penyampaian hasil pengukuran kinerja pada stakeholder digunakan traffic light system. Analisa dilakukan pada hasil implementasi model, KPI Kelompok Merah, KPI Baru dan hubungan kinerja dengan model BSC untuk perpustakaan perguruan tinggi dari Reid (2011)

To contribute the achievement of international recognition for ITS Surabaya, ITS Central Library perform various transformation to become a world class university library. To determine the success of those efforts, the library designed a performance measurement system, which contains performance indicators to measure progress in achieving its vision and mission, and also to illustrate it performance comprehensively. The Balanced Scorecard (BSC) performance measurement system selected to be applied. BSC translated the vision, mission and strategies into a series of objectives and key performance indicator (KPI). It is measure of success, that is contained in the four BSC perspectives: financial perspective, customer perspective, internal business perspective, and learning and growth perspective. AHP method applied to weight the KPI. The questionnaire of pairwise comparisons to weight the KPI processed with the help of Expert Choice software. This research resulted 41 KPI, that build models of performance measu rement systems of ITS Central Library, including 19 KPI which are new that contain typical elements of a world class university library. The implementation of BSC performance measurement system model, generates customer perspective performance is 0.403; internal business process perspective is 0.056; learning and growth perspective is 0.096; and financial performance perspective is 0.012. Overall, the performance of ITS Central Library is 0.566. This research also generates KPI Data Dictionary, and the Strategy Map for ITS Central Library. The traffic light system used to explaining the performance measurement results for stakeholders . The analysis performed on the results of the model implementation, KPI in the red group of traffic light system, and the relationship of new KPI performance with the BSC models for college libraries (Reid, 2011).
