Abstract

Kasus virus menular bernama Coronavirus Dissease 2019 (COVID-19) resmi dinyatakan oleh World Health Organization (WHO) sebagai pandemi global pada awal tahun 2020. Tingginya laju penyebaran virus COVID-19 memberikan dampak yang signifikan pada aktivitas ekonomi, industri, kesehatan, maupun sosial masyarakat. PT Semen Indonesia selaku Badan Usaha Milik Negara (BUMN) dituntut untuk melakukan berbagai upaya penyesuaian terhadap aturan protokol kesehatan pada era new normal yang telah diterbitkan oleh Menteri Kesehatan. Kebijakan tersebut diterapkan demi menjaga kesehatan karyawan perusahaan agar tetap terjamin. Salah satu upaya untuk menjaga kesehatan bersama ialah dengan memiliki alat kesehatan yang memadahi. Proses pengelolaan program penanganan COVID-19 di PT Semen Indonesia pabrik Tuban berada pada tanggung jawab Unit Keselamatan dan Kesehatan Kerja. Pada satu periode program, terdapat pengeluaran biaya senilai Rp 1,35 miliyar untuk pengadaan investasi alat Kesehatan. Sehingga, kinerja program unit ini perlu dilakukan optimalisasi agar mampu memberikan ketercapaian program semaksimal mungkin disertai alokasi investasi biaya seminimal mungkin. Penelitian ini berfokus untuk melakukan analisis program Keselamatan dan Kesehatan Kerja (K3) di era new normal menggunakan simulasi dinamika sistem guna mendapatkan skenario investasi biaya terbaik sebagai bentuk optimalisasi kinerja K3 PT Semen Indonesia pabrik Tuban. Pemodelan dilakukan melalui dua tahap yakni pemodelan konseptual dari causal loop diagram dan pemodelan stock and flow diagaram yang berfungsi untuk menggambarkan pemodelan secara simulasi. Dirumusan empat skenario yang berfungsi untuk mendapatkan hasil terbaik pada parameter penilaian yang telah ditetapkan pada penelitian ini. Berdasarkan proses running simulasi tiap skenario yang telah disusun, didapatkan hasil bahwa untuk parameter penilaian minimalisasi karyawan positif COVID-19 dapat menggunakan skenario 4 untuk mendapatkan hasil yang terbaik dengan angka orang positif COVID-19 sebanyak 1 orang, untuk minimalisasi biaya dapat menggunakan skenario 1 dengan jumlah biaya Rp 1.156.818.766, untuk maksimalisasi benefit yang didapatkan perusahaan dapat menggunakan skenario 3 dengan perolehan Rp 1.722.233.381, dan untuk optimalisasi benefit cost analysis dapat menggunakan skenario 1 dengan rasio 1,89.

The case of an infectious virus named Coronavirus Disease 2019 (COVID 19) was officially declared by the World Health Organization (WHO) as a global pandemic in early 2020. The high rate of spread of the COVID-19 virus has had a significant impact on economic, industrial, health and social activities. PT Semen Indonesia as a State-Owned Enterprise (BUMN) is required to make various efforts to adjust the health protocol rules in the new normal era that have been issued by the Minister of Health. This policy is implemented in order to keep the health of the company's employees guaranteed. One of the efforts to maintain joint health is to have adequate medical equipment. The process of managing the COVID-19 handling program at PT Semen Indonesia's Tuban factory is the responsibility of the Occupational Health and Safety Unit. In one program period, there was an expenditure of Rp 1.35 billion for the procurement of medical equipment investment. Thus, the program performance of this unit needs to be optimized in order to be able to provide the maximum possible achievement of the program accompanied by the allocation of minimum investment costs. This study focuses on analyzing the Occupational Safety and Health (K3) program in the new normal era using system dynamics simulations in order to obtain the best cost investment scenario as a form of optimizing the OHS performance of PT Semen Indonesia's Tuban factory. The modeling is carried out in two stages, namely conceptual modeling from causal loop diagrams and stock and flow diagrams modeling which serves to describe simulation modeling. Four scenarios are formulated that function to get the best results on the assessment parameters that have been set in this study. Based on the simulation running process for each scenario that has been prepared, the results show that for the evaluation parameter for the minimization of positive COVID-19 employees, scenario 4 can be used to get the best results with 1 person positive for COVID-19, to minimize costs, scenario 1 can be used with the total cost is Rp. 1,156,818,766, for maximizing the benefits obtained by the company, the company can use scenario 3 with the acquisition of Rp. 1,722,233,381, and for optimizing the benefit cost analysis, scenario 1 can be used with a ratio of 1.89.
