Abstract

Sejak berdirinya Balai Besar Teknologi Modifikasi Cuaca (BBTMC) di tahun 1985, dimana operasi penerbangan Teknologi Modifikasi Cuaca (TMC) telah dilakukan di berbagai daerah di Indonesia seperti di Pulau Sumatera, Jawa, Kalimantan, Sulawesi, Nusa Tenggara Barat dan Bali. Selanjutnya, sejak tahun 1979 hingga saat ini penelitian manfaat ekonomi atas pelaksanaan kegiatan Teknologi Modifikasi Cuaca (TMC) belum pernah dianalisis dan dievaluasi pengaruhnya terhadap Produk Domestik Regional Bruto Sektor Listrik dan Air Minum (PDRBSektor Listrik dan Air Minum). Indikator Pertumbuhan ekonomi adalah meningkatnya kapasitas produksi maupun jasa dalam kurun waktu tertentu dan secara umum, pertumbuhan ekonomi didefinisikan sebagai peningkatan kemampuan dari suatu perekonomian negara atau wilayah dalam memproduksi barang-barang dan jasa (GDP/PDRB). Air hasil kegiatan Teknologi Modifikasi Cuaca dapat memberikan kontribusi besar pada PDRBSektor Listrik dan Air Minum wilayah khususnya yang terkait dengan keterdiaan air untuk kebutuhan pembangkit listrik tenaga air, air minum, air industri dan pertanian. Penelitian ini bertujuan untuk menganalisis dan mengevaluasi kontribusi Air hasil TMC terhadap PDRBSektor Listrik dan Air Minum Kabupaten Purwakarta Jawa Barat. Ruang lingkup penelitian dilakukan di wilayah Kabupaten Purwakarta berkenaan dengan penerapan operasi TMC untuk kebutuhan pengisian DAS Citarum (Waduk Jatiluhur). Data penelitian ini berupa data sekunder yang dikumpulkan dari sumber laporan operasional TMC BBTMC, Badan Pusat Statistik (Kantor Pusat dan Statistik Kabupaten Purwakarta), dan Kantor Dinas Tanaman Pangan dan Pertanian Kabupaten Purwakarta. Teknik analisis data yang digunakan adalah model regresi berganda dengan variable response (Y/PDRBSektor Listrik dan Air Minum) dan variabel predictor Produksi Listrik (X1), Supplai Air PDAM (X2), Supplai Air Industri (X3) dan Supplai Air Pertanian/Sawah (X4). Hasil uji klasik regresi linier berganda menunjukkan bahwa model regresi yang dibangun memenuhi persyaratan dan dinyatakan valid. Hasil penelitian menyimpulkan bahwa Air dari kegiatan TMC yang masuk Waduk Jatiluhur yang dimanfaatkan untuk pembangkit Listrik (X1), Supplai Air PDAM (X2), Supplai Air Industri (X3) dan Supplai Air Pertanian (X4), secara bersama memberikan kontribusi terhadap PDRBSektor Listrik dan Air Minum Kabupaten Purwakarta sebesar 93,12%

Since the establishment of the Weather Modification Technology Center (BBTMC) in 1985, Weather Modification Technology (TMC) flight operations have been carried out in various regions in Indonesia such as Sumatra, Java, Kalimantan, Sulawesi, West Nusa Tenggara and Bali. Furthermore, since 1979 until now, research on the economic benefits of implementing Weather Modification Technology (TMC) activities has never been analyzed and evaluated for its effect on Gross Regional Domestic Product in the Electricity and Drinking Water Sector (GDP in the Electricity and Drinking Water Sector). Economic growth indicators are an increase in production capacity and services within a certain period of time and in general, economic growth is defined as an increase in the ability of a country or region's economy to produce goods and services (GDP/GRDP). Water resulting from Weather Modification Technology activities can make a major contribution to regional PDRB in the Electricity and Drinking Water sector, especially those related to the availability of water for the needs of hydroelectric power plants, drinking water, industrial and agricultural water. This research aims to analyze and evaluate the contribution of TMC water to the PDRBS in the Electricity and Drinking Water sector of Purwakarta Regency, West Java. The scope of the research was carried out in the Purwakarta Regency area regarding the implementation of TMC operations for the needs of filling the Citarum watershed (Jatiluhur Reservoir). This research data is in the form of secondary data collected from TMC BBTMC operational report sources, the Central Statistics Agency (Purwakarta Regency Headquarters and Statistics Office), and the Purwakarta Regency Food Crops and Agriculture Service Office. The data analysis technique used is a multiple regression model with a response variable (Y/GDP Electricity and Drinking Water Sector) and predictor variables Electricity Production (X1), PDAM Water Supply (X2), Industrial Water Supply (X3) and Agricultural/Rice Field Water Supply ( X4). The results of the classic multiple linear regression test show that the regression model built meets the requirements and is declared valid. The results of the research conclude that water from TMC activities entering the Jatiluhur Reservoir is used for electricity generation (X1), PDAM water supply (X2), industrial water supply (X3) and agricultural water supply (X4), together contributing to PDRBS in the electricity sector and Purwakarta Regency Drinking Water is 93.12%
