Abstract
Penurunan Jumlah Sambungan Rumah (SR) di Perumdam Kota Palangka Raya mengakibatkan kerugian dalam beberapa tahun terakhir dan mempengaruhi kas perusahaan tahunan yang tercatat minus dalam laporan keuangan tahun 2020 dan tahun 2021. Oleh karena itu, Perumdam Kota Palangka Raya memiliki peluang dalam menurunkan biaya produksi dengan cara melakukan optimasi pompa distribusi yang acapkali mengalami kerusakan komponen pompa serta VSD (Variable Speed Drive) bersamaan dengan evaluasi energi sisa tekan di jaringan distribusi. Penelitian dilakukan dengan menganalisis kondisi eksisting pompa distribusi pada SPAM Kota Palangka Raya. Metode analisis yang digunakan dalam penelitian ini adalah analisis teknis yang meliputi analisis efisiensi pompa dan Konsumsi Energi Spesifik (KES) serta analisis jaringan distribusi dengan parameter sisa tekan dan headloss dengan software EPANET. Selain itu, Analisis kinerja finansial dengan metode Net Present Value (NPV), Internal Rate of Return (IRR), dan Benefit Cost Ratio (BCR). Adapun strategi teknis dan finansial akan dikaji dengan metode SWOT. Unit Distribusi SPAM Kota Palangka Raya ditenagai oleh enam buah pompa dan hanya dua pompa yang berfungsi, yakni Pompa III dan Pompa V. Pompa III dipasang VSD sehingga memiliki KES sebesar 0,14 KWh/m3 dengan efisiensi pompa sebesar 70,41% sehingga tidak memerlukan perbaikan baik minor maupun major namun memerlukan pompa cadangan baru sedangkan Pompa V memiliki KES sebesar 0,27 KWh/m3 dengan efisiensi Pompa hanya mencapai 36,97% yang memerlukan penggantian pompa baru. Kedua pompa tersebut mengalami masalah yang sama, yakni V-Unbalanced yang mencapai 2,72-2,73% sehingga menyebabkan penurunan performa motor yang dapat menyebabkan kerusakan pada komponen pompa serta VSD sehingga dibutuhkan kapasitor bank dan stabilizer tegangan serta alternatif sumber listrik berupa Genset 500 KVA dan Solar Panel. Sedangkan evaluasi jaringan distribusi untuk meningkatkan kinerja pompa dengan cara memperbesar diameter di 57 ruas pipa untuk mengurangi headloss agar kurang dari 10 m/km. Rekomendasi rekayasa teknis tersebut telah layak secara investasi dengan nilai NPV 749.965.938 > 0, BCR 1,14 > 1, dan IRR 5,13% > 5% sedangkan strategi pelaksanaannya menggunakan analisis SWOT dengan strategi W-O (Weakness Opportunity).

The decrease in the number of House Connections (HC) at Perumdam Kota Palangka Raya has resulted in losses in recent years and affected the company's annual cash which was recorded as negative in the 2020 and 2021 financial reports. Therefore, Perumdam Kota Palangka Raya has the opportunity to reduce production costs by how to optimize distribution pumps which often experience damage to pump components and VSD (Variable Speed Drive) along with evaluating residual compressive energy in the distribution network. The research was carried out by analyzing the existing condition of distribution pumps at the SPAM of Palangka Raya City. The analytical method used in this research is technical analysis which includes analysis of pump efficiency and Specific Energy Consumption (SEC) as well as distribution network analysis with residual pressure and headloss parameters with EPANET software. Apart from that, financial performance analysis using the Net Present Value (NPV), Internal Rate of Return (IRR) and Benefit Cost Ratio (BCR) methods. The technical and financial strategies will be studied using the SWOT method. SPAM of Palangka Raya City Distribution Unit is powered by six pumps and only two pumps are functioning, namely Pump III and Pump V. Pump III is installed with a VSD so it has a KES of 0.14 KWh/m3 with a pump efficiency of 70.41% so it does not require repairs, both minor and major, require a new backup pump, while Pump V has a KES of 0.27 KWh/m3 with a pump efficiency of only 36.97%, which requires a new pump replacement. Both pumps experience the same problem, namely V-Unbalanced which reaches 2.72-2.73%, causing a decrease in motor performance which can cause damage to the pump components and VSD so that a capacitor bank and voltage stabilizer are needed as well as an alternative power source in the form of a Generator Set 500 KVA and Solar Panels. Meanwhile, evaluation of the distribution network is to improve pump performance by increasing the diameter of 57 pipe segments to reduce headloss to less than 10 m/km. The technical engineering recommendations are investment worthy with an NPV value of 749,965,938 > 0, BCR 1.14 > 1, and IRR 5.13% > 5%, while the implementation strategy uses SWOT analysis with a W-O (Weakness Opportunity) strategy.
