Abstract

PT. PLN (Persero) ULP Pangkalan Bun memiliki total aset trafo sebanyak 878 unit trafo distribusi dengan total 57 unit mengalami status overload. Kondisi ini perlu segera diatasi dengan menambahkan sisip trafo distribusi agar tidak terjadi kerusakan pada trafo yang akan merugikan dan menurunkan kepuasan pelanggan serta berdampak pada penjualan tenaga listrik. Pada penelitian ini menggunakan sebanyak 57 buah trafo dengan status pengukuran pembebanan diatas 95% (overload) yang tercatat di tahun 2022 dan perlu dilakukan sisip trafo. Setiap tahunnya PLN ULP Pangkalan rata-rata melakukan program sisip trafo sebanyak 10 buah dikarenakan terbatasnya anggaran investasi tiap tahunnya. Dengan jumlah tersebut perlu dilakukan prioritas lokasi mengacu pada 6 kriteria yaitu trafo overload >95%, manuver sebesar 50% dari trafo eksisting, terdapat daftar tunggu pelanggan siap sambung, terdapat pelanggan tarif bisnis (B), perlu perizinan pemilik lahan, dan perlu penambahan perluasan jaringan baru. Metode AHP (Analytic Hierarchy Process) digunakan untuk pembobotan kriteria 6 kriteria yang dibandingkan dengan bantuan software Expert Choice dan dilanjutkan dengan metode TOPSIS (Technique for Other Preference by Similarity of Ideal Solution) untuk membuat urutan prioritas lokasi sisip trafo distribusi. Hasil dari metode AHP didapatkan bobot tertinggi terdapat pada kriteria trafo overload >95% dengan bobot 59,3%. Sedangkan untuk bobot terendah pada kriteria terdapat pelanggan tarif bisnis (B) dengan bobot 3,8%. Dengan metode TOPSIS didapatkan urutan pertama prioritas lokasi sisip trafo distribusi pada gardu PBN-0262 dengan nilai preferensi 0.721038962870702. Sedangkan pada urutan prioritas terendah terdapat di trafo PBH-0054 dengan nilai preferensi 0.157302058325342. Hasil dari analisa sensitivitas didapatkan urutan prioritas lokasi sisip trafo distribusi tidak mengalami perubahan rangking urutan secara signifikan, sehingga disimpulkan bahwa hasil prioritas dengan metode TOPSIS dalam penelitian ini sudah konsisten.

PT. PLN (Persero) ULP Pangkalan Bun has a total of 878 distribution transformer assets, with a total of 57 units experiencing overload status. This condition needs to be addressed promptly by adding distribution transformers to prevent damage that could result in losses, decreased customer satisfaction, and an impact on electricity sales. In this study, a total of 57 transformers with a load measurement status above 95% (overload) were recorded in the year 2022 and require transformer insertions. Every year, PLN ULP Pangkalan, on average, carries out a transformer insertion program of 10 transformers due to budget limitations. With this number, it is necessary to prioritize locations based on 6 criteria: transformers with overloads >95%, maneuvering up to 50% of existing transformers, a waiting list of ready-to-connect customers, business tariff (B) customers, landowner permits required, and the need for adding new network extensions. The Analytic Hierarchy Process (AHP) method is used for weighting the criteria by Expert Choice software. Subsequently, the Technique for Other Preference by Similarity of Ideal Solution (TOPSIS) method to determine the priority sequence of distribution transformer insertion locations. The results of the AHP method show that the highest weight is assigned to the criteria of transformers with overloads >95%, with a weight of 59.3%. The lowest weight is assigned to the criteria of having business tariff (B) customers, with a weight of 3.8%. Using the TOPSIS method, the top priority location for distribution transformer insertion is at substation PBN-0262, with a preference value of 0.721038962870702. Meanwhile, the lowest priority location is found at transformer PBH-0054, with a preference value of 0.157302058325342. The sensitivity analysis results show that the priority sequence of distribution transformer insertion locations remains consistent and does not significantly change, indicating that the TOPSIS method's prioritization results in this study are consistent.
