Abstract
PDAM Surya Sembada Kota Surabaya memiliki tingkat kehilangan air sebesar 30,96% pada tahun 2022 dan persentase tersebut masih lebih besar dibanding target RPJMN. Kendala PDAM Surya Sembada Kota Surabaya dalam mengendalikan kehilangan air masih melakukan pengendalian kehilangan air secara pasif melalui laporan dari masyarakat. Tujuan dari penelitian ini adalah menentukan sub zona prioritas yang akan dilakukan perencanaan kehilangan air, merencanakan penurunan tingkat kehilangan air fisik maupun non fisik, serta menganalisis kelayakan finansial. Penelitian ini dilakukan dengan mengumpulkan data dari kegiatan survei, menganalisis kondisi eksisting jaringan perpipaan wilayah pelayanan Zona 5, menentukan sub zona prioritas, merencanakan beberapa District Metered Area (DMA) di wilayah pelayanan Zona 5 menggunakan program WaterGEMS serta penggantian meter air yang memiliki umur lebih dari 5 tahun. Selain itu, dilakukan analisis kelayakan investasi terhadap DMA yang direncanakan dan penggantian meter air dengan melihat kriteria investasi meliputi Benefit Cost Ratio (BCR), Net Present Value (NPV), dan Payback Period (PP). Hasil yang didapatkan dari penelitian di wilayah pelayanan Zona 5, didapatkan sub zona yang memiliki potensi kehilangan air paling tinggi yaitu Sub Zona 532 dan Sub Zona 533. Melalui perencanaan penurunan kehilangan air fisik dengan perencanaan DMA dan perencanaan penurunan kehilangan air non fisik melalui penggantian meter air yang berumur > 5 tahun, didapatkan air yang terselamatkan sebesar 4.672.752 m³/tahun. Perhitungan atas kelayakan investasi didapatkan nilai BCR sebesar 35,75 (BCR > 1). Nilai NPV adalah sebesar Rp 33.433.180.786,07 (NPV > 0). PP selama 3 tahun 1 bulan. Berdasarkan perhitungan tersebut, investasi penurunan tingkat kehilangan air di wilayah pelayanan Zona 5 PDAM Surya Sembada Kota Surabaya dapat dikatakan layak.

In 2022 PDAM Surya Sembada Surabaya City has a water loss rate of 30.96% and this percentage is still greater than the RPJMN target. The obstacle for PDAM Surya Sembada Surabaya City in controlling water loss is still controlling water loss passively through reports from the public. The aim of this research is to determine priority subzones where water loss planning will be carried out, plan to reduce the level of physical and non-physical water loss, and analyze financial feasibility, This research was carried out by collecting data from survey activities, analyzing the existing condition of the pipe network in the Zone 5 service area, determining priority sub zones, planning several District Metered Area (DMA)s in the Zone 5 service area using the WaterGEMS program and replacing water meters that are more than 5 years old. In addition, an investment feasibility analysis of the planned DMA and replacement of water meters was carried out by looking at investment criteria including Benefit Cost Ratio (BCR), Net Present Value (NPV), and Payback Period (PP). The results obtained from this research in the Zone 5 service area, it was found that the sub zone had the highest potential for water loss, namely Sub Zone 532 and Sub Zone 533. Through planning to reduce physical water loss with DMA planning and planning to reduce non-physical water loss through replacing water meters those aged >5 years, the water saved was 4.672.752 m³/year. Calculating the investment feasibility shows that the BCR value is 35,75 (BCR > 1). The NPV value is Rp 33.433.180.786,07 (NPV > 0). PP is 3 years 1 month. Based on these calculations, investment in reducing the level of water loss in Zone 5 service area of PDAM Surya Sembada Kota Surabaya can be said to be feasible.
