Abstract

Tingkat Non Revenue Water (NRW) atau Air Tak Berekening (ATR) PT. Air Minum Bandarmasih (Perseroda) pada tahun 2021 sebesar 29,04% yang mengakibatkan potensi kehilangan pendapatan perusahaan sebesar 137 milyar/tahun. Tingkat NRW di Zona Banjarmasin Selatan layanan Booster Gerilya (BSBG) pada bulan Mei tahun 2023 mencapai 46,26% atau sebanyak 252.644,49 m3/bulan air yang tak berekening, dan berkontribusi sebesar 5% terhadap tingkat NRW pada keseluruhan sistem distribusi air minum. Komponen NRW terbesar terdapat pada komponen kehilangan air fisik yang mencapai 44,02%. Nilai tersebut melebihi batas toleransi kehilangan air fisik maksimal 10% menurut Centre of Excelent (COE) dan menunjukkan belum tercapainya target RPJMN 2020 – 2024 yaitu NRW sebesar 25%. Penelitian ini bertujuan untuk mengendalikan tingkat kehilangan air melalui pembentukan DMA pada lokasi prioritas di Zona BSBG yang layak secara teknis, keuangan, dan meningkatkan aspek pelayanan. Metode penelitian yang digunakan adalah metode desktiptif secara kuantitatif dan kualitatif dengan pendekatan studi kasus. Analisis dilakukan terhadap 3 (tiga) aspek yaitu aspek teknis untuk menganalisis kondisi eksisting, pemilihan dan pembentukan DMA prioritas, serta memodelkan strategi pengendalian kehilangan air menggunakan software EPANET 2.2. Aspek keuangan bertujuan untuk menganalisis kelayakan investasi, dan aspek pelayanan bertujuan untuk menghitung konsumsi air domestik, potensi pertumbuhan pelanggan, dan cakupan pelayanan. Hasil penelitian menunjukkan besarnya tingkat kehilangan air yang dapat direduksi sebesar 23,47% (128.196 m3/bulan) melalui pembentukan District Meter Area (DMA) prioritas, optimalisasi jaringan perpipaan, manajemen tekanan, dan pengendalian kebocoran aktif. Nilai manfaat yang diperoleh yaitu adanya potensi pertumbuhan pelanggan di Zona BSBG sebesar 43,68% dan berkontribusi 4,8% terhadap pertumbuhan pelanggan di Kota Banjarmasin. Biaya investasi yang dibutuhkan sebesar Rp. 4.339.300.000 dengan skema pembiayaan kas internal diperoleh NPV sebesar Rp. 5.006.048.854,99, BCR 1,06%, dan PP selama 10 tahun 5 bulan.

The level of Non Revenue Water (NRW) at PT. Air Minum Bandarmasih (Perseroda) in 2021 amounted to 29,04% which resulted in potency lost income company amounting to 137 billion/year. The NRW level in the South Banjarmasin Zone from Booster Gerilya (BSBG) in May 2023 reached 46,26% or as much as 252.644,49 m3/month of unused water account, and contribute by 5% against overall NRW level system distribution of drinking water. The largest NRW component contained in the component physical water loss reached 44,02%. That value exceeds tolerance limits physical water loss maximum 10% according Center of Excellence (COE) and shows not yet achieving target of RPJMN 2020 - 2024, namely NRW of 25%. This study aim for control level water loss through the establishment of DMA at the location priority in eligible BSBG Zones in a way technical, financial, and improving aspect service. Research methods used is method descriptive in a way quantitative and qualitative with approach studies case. Analysis done towards 3 (three) aspects that is aspect technical for analyze condition existing, selection and formation of priority DMA, as well as modeling control strategies water loss using software EPANET 2.2. Aspect finance aim for analyze appropriateness investment, and aspects service aim for count domestic water consumption, potential growth customers, and coverage service. Research result show big level loss of available water reduced amounting to 23.47% (128.196 m3/month) through the establishment of District Meter Area (DMA) priority, optimization network piping, management pressure, and control leakage active. The value of the benefits obtained that is exists potency growth customers in the BSBG Zone amounted to 43.68% and contributed 4.8% to growth customers in Banjarmasin City. Cost investment required amounting to Rp. 4,339,300,000 with scheme internal cash financing obtained an NPV of Rp. 5.006.048.854,99, BCR 1,06%, and PP for 10 years 5 months.
