Abstract

Tingkat kehilangan air atau NRW (Non-Revenue Water) yang tinggi merupakan salah satu permasalahan utama yang dihadapi oleh PDAM saat ini. Perumda Air Minum Tirta Khatulistiwa sebagai penyedia jasa layanan air minum di Kota Pontianak, pada tahun 2022 memiliki tingkat NRW sebesar 29,96% atau sebesar 17.182.260 m³, yang terdiri dari kehilangan air fisik sebesar 19,14% dan kehilangan air non fisik sebesar 10,49%. Sebagian besar kehilangan air terjadi di wilayah pelayanan Pontianak Timur dengan tingkat NRW sebesar 45,83%. Pembentukan DMA di wilayah Pontianak Timur belum menghasilkan penurunan kehilangan air yang signifikan. Penelitian ini bertujuan untuk melakukan analisis terhadap DMA eksisting kemudian dilakukan strategi optimalisasi DMA dalam rangka penurunan kehilangan air. Pengambilan data primer dan data sekunder pada penelitian ini diambil menggunakan metode survei dan deskriptif. Tahapan penelitian terdiri dari analisis kondisi DMA eksisting, strategi optimalisasi DMA dan perencanaan penurunan kehilangan air, analisis kelayakan finansial terhadap strategi optimalisasi DMA, dan analisis kelembagaan menggunakan analisis self assesment. Perencanaan penurunan kehilangan air fisik pada alternatif 1 dan 2 dilakukan dengan penerapan VSD pada IPA dan pemasangan PRV pada inlet DMA. Penanganan kehilangan air non fisik difokuskan kepada konsumsi tidak resmi dan ketidakakuratan meter air. Kedua alternatif yang dilakukan secara simulasi mampu menurunkan tekanan dan kehilangan air fisik yang dapat dikonversi menjadi penghematan secara finansial dan penambahan SR. Melalui analisis kelayakan finansial yaitu NPV, BCR, PP dan IRR maka kedua alternatif penurunan kehilangan air yang disarankan dinyatakan layak untuk dilakukan. Program perkuatan kapasitas kelembagaan yang perlu dilakukan adalah tugas penanganan kehilangan air fisik dan non fisik harus menjadi tugas dan fungsi pokok dari Bagian/Bidang yang berkaitan langsung dengan NRW yaitu dalam hal ini adalah Bagian Monev NRW dan Penertiban Pelanggan.

The high level of Non-Revenue Water (NRW) remains one of the primary challenges faced by the Municipal Water Supply Company (PDAM) currently. Perumda Air Minum Tirta Khatulistiwa, as the water service provider in Pontianak City, recorded an NRW rate of 29.96% in 2022, equivalent to 17,182,260 cubic meters. This comprised a physical water loss of 19.14% and a non-physical water loss of 10.49%. The majority of water loss occurred in the service area of East Pontianak with an NRW rate of 45.83%. This NRW rate significantly surpasses the 2020-2024 National Medium-Term Development Plan (RPJMN) target of 25%. The establishment of District Metered Areas (DMA) in the East Pontianak region as an initial step to reduce NRW has not yielded a significant decrease in water loss. This study aims to conduct an analysis of the existing DMA and subsequently devise an optimization strategy for DMA to effectively reduce water loss. The primary and secondary data for this research were collected using survey and descriptive methods. The research stages involved analyzing the current condition of District Metered Areas (DMA), devising optimization strategies for DMA and planning water loss reduction, conducting a financial feasibility analysis of the DMA optimization strategies, and assessing the institutional aspects through a self-assessment analysis. The planning to reduce physical water loss in alternatives 1 and 2 involves implementing Variable Speed Drives (VSD) in the Water Treatment Plant (WTP) and installing Pressure Reducing Valves (PRV) at the DMA inlet. Addressing commercial water loss focuses on unofficial consumption and inaccuracies in water metering. Both simulated alternatives have shown the ability to decrease pressure and physical water loss, leading to financial savings and an increase in customers. Through financial feasibility analysis, including NPV, BCR, PP, and IRR, both recommended water loss reduction alternatives are deemed feasible for implementation. The institutional capacity strengthening program needed involves departments directly related to Non-Revenue Water (NRW), specifically the NRW Monitoring and Customer Regulation Department, tasked with the primary function of managing both physical and non-physical water loss.
