Abstract

Perusahaan Daerah Air Minum Tirta Khatulistiwa memiliki tingkat Non-Revenue Water (NRW) yang tinggi, mencapai 29,96% pada tahun 2022, melebihi target maksimal 25% dalam RPJMN 2020-2024. Dampaknya perusahaan mengalami potensi kehilangan air sebesar 17.182.260 m³/tahun atau setara dengan Rp. 90 Miliar. Pelayanan Zona I merupakan salah satu zona pada daerah SPAM Barat, Kota, Selatan, dan Tenggara (BKST). Pada bulan April 2023, Zona I dengan jumlah penduduk terlayani sebanyak 9.266 SR memberikan kontribusi NRW sebesar 27,34%, dengan potensi kehilangan air mencapai 73.040 m3 dan potensi kehilangan pendapatan sejumlah Rp. 373.747.000. Sebagai upaya pengendalian NRW, perusahaan berencana membentuk 2 DMA (District Metered Area) setiap tahunnya, termasuk di Zona I yang belum memiliki DMA. Penelitian ini bertujuan untuk melakukan perencanaan pembentukan DMA di Zona I sebagai bagian dari upaya pengendalian NRW. Data primer dalam penelitian ini diambil menggunakan metode survei, sedangkan data sekunder menggunakan metode deskriptif dengan tahapan penelitian yang meliputi analisis kondisi eksisting, perencanaan pembentukan DMA, analisis kelayakan finansial, dan analisis kelembagaan dalam operasional DMA dengan metode SWOT. Hasil penelitian dilakukan pembentukan 6 DMA di Zona I dengan dua skenario alternatif sebagai langkah pengendalian NRW, melibatkan analisis kondisi eksisting, perencanaan DMA, analisis financial, dan analisis kelembagaan pada operasional DMA. Tiap DMA yang dibentuk telah memenuhi standar kriteria tekanan 0,5-1 bar. Dari dua alternatif yang disusun, alternatif 1 dipilih karena memenuhi kriteria teknis dan layak secara financial dengan biaya investasi Rp. 3.095.441.584,87, nilai NPV Rp. 478.402.340,94, nilai BCR 1,09, nilai IRR 8,2%, dan nilai PP pada tahun ke 10 bulan ke 4. Analisis SWOT menyarankan strategi WO (Weakness – Opportunities) dengan memperbaiki manajemen DMA, meningkatkan kompetensi SDM, manajemen aset, pengembangan IoT, dan pemanfaatan sumber daya yang ada untuk mengurangi kebocoran fisik dengan komitmen dan tanggung jawab penuh.

In 2022, Perumda Air Minum Tirta Khatulistiwa faced a high Non-Revenue Water (NRW) rate, reaching 29,96%, surpassing the RPJMN 2020-2024 target of a maximum 25%. As a result, the company experienced a potential water loss of 17.182.260 m³/year, equivalent to Rp. 90 billion. Zona I service is one of the zones in the West, City, South, and Southeast Water Supply System (SPAM Barat, Kota, Selatan, dan Tenggara or BKST). In April 2023, Zone I, with a served population of 9,266 households (SR), contributes to a Non-Revenue Water (NRW) rate of 27.34%, with a potential water loss reaching 73,040 m3 and a potential revenue loss of Rp. 373,747,000. As part of NRW control efforts, the company plans to establish 2 District Metered Areas (DMA) annually, including in Zone I, which currently lacks a DMA. This research aims to plan the formation of DMA in Zone I as part of NRW control efforts. Primary data for this study were collected using survey methods, while secondary data were obtained using descriptive methods. The research stages included analysis of existing conditions, DMA formation planning, financial feasibility analysis, and institutional analysis in DMA operational aspects using the SWOT method. The research results involve the formation of 6 DMAs in Zone I with two alternative scenarios as steps to control Non-Revenue Water (NRW), involving analysis of existing conditions, DMA planning, financial analysis, and institutional analysis in DMA operations. Each formed DMA met the standard criteria of pressure (0.5-1 bar). Among the two alternatives presented, alternative 1 was chosen because it met technical criteria and was financially feasible with an investment cost of Rp. 3.095.441.584,87, NPV of Rp. 478.402.340,94, BCR of 1,09, IRR of 8,2%, and payback period value in the 10th year of the 4th month. SWOT analysis suggested a WO (Weakness – Opportunities) strategy to improve DMA management, enhance human resource competence, asset management, IoT development, and utilization of existing resources to reduce physical leakage with full commitment and responsibility.
