Abstract

Setelah ditandatanganinya Peraturan Presiden Nomor 54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah pada tanggal 6 aguslus 2010, maka mulai tanggal 1 januari 2011 Keppres Nomor HO tahun 2003 sudah tidak berlaku lagi. Seluruh hal yang berkenaan dengan pengadan barang/jasa mengacu pada Perpres yang baru. salah satu metode yang di bahas pada Perpres tersebut adalah Pengadaan Barang melalui Pengadaan langsung untuk kategori pengadaan barang yang tidakk melebihi dana Rp. 100.000.000 (Seratus Juta Rupiah) aturan lainnya yang dibahas pada Perpres nomor 54 Tahun 2010 adalah kewajiban untuk melaksanakan pengadaan Barang/Jasa secara elektronik untuk sebagian/ seluruh paketpaketpekerjaan pada Tahun Anggaran 2012. Saat ini Institut Teknologi Sepuluh Nopember ( ITS) sudah memiliki media elektronik/aplikasi untuk pengadaan barang secara pelelangan atau yang bernilai Rp 100.000.000 (seratus juta) lebih berdasarkan Perpres 54 Tahun 2010, sedangkan untuk lindakan yang dilakukan oleh ITS untuk melakukan pengadaan barang metode pengadaan langsung atau pengadaan untuk barang yang kurang dari Rp 100.000.000 (seratus juta) masih menggunakan cara manual, sehingga memungkinkan untuk terjadi kesalahan dalam pengoperasiannya serta juga kevalidan dalam proses pengadaan. Untuk menghindari kesalahan dan kevalidan tersebut, tentunya dibutuhkan aplikasi pengadaan harang/jasa metode pengadaan langsung. Salah satu cara untuk menghindari kesalahan dan kevalidan tersebut adalah dengan pembuatan sistem informasi pengadaan harang melalui pengadaan langsung sebagai salah satu paket yang telah dijelaskan pada perpres nomor 54 Tahun 2010. Aplikasi tersebut dibangun dengan salah satu framework yaitu Codeigniter dengan database MYSQL. Metode yang digunakan dalam pembangunan sistem pengadaan barang ini adalah UPM (Unified Process Model ) yang terdiri dari empat tahapan yaitu tahap awal ( inception), tahap perluasan (elaboration), tahap konstruksi (construction), dan tahap transisi (transition) dengan menggunakan standar pendokumentasian ReadySET Dengan adanya aplikasi ini diharapkan mempermudah ITS dalam melakukan Pengadaan barang melalui Pengadaan langsung untuk nominal kurang dari Rp 100.000.000 (seratus juta rupiah ) dan juga terhindar dari kesalahan sehingga prosedur pelaksanaan Pengadaan Barang metode Pengadaan Langsung dapat dilakukan sesuai dengan SBD (Standard Bidding Document ) atau dokumen standard pengadaan menurut Peraturan Presiden Nomor 54 Tahun 2010

After the signing of Presidential Regulation Number 54 of 2010 concerning Government Procurement of Goods/Services on August 6 2010, starting from January 1 2011 Presidential Decree Number HO of 2003 is no longer valid. All matters relating to the procurement of goods/services refer to the new Presidential Decree. one of the methods discussed in the Presidential Decree is Procurement of Goods through direct procurement for the category of procurement of goods that do not exceed Rp. 100,000,000 (One Hundred Million Rupiah) Another regulation discussed in Presidential Decree number 54 of 2010 is the obligation to carry out electronic procurement of goods/services for some/all work packages in the 2012 Fiscal Year. Currently the Sepuluh Nopember Institute of Technology (ITS) already has media electronics/applications for procuring goods by auction or with a value of more than IDR 100,000,000 (one hundred million) based on Presidential Decree 54 of 2010, while for actions carried out by ITS to procure goods using direct procurement methods or procurement for goods less than IDR 100,000. 000 (one hundred million) still uses manual methods, making it possible for errors to occur in its operation as well as validity in the procurement process. To avoid these errors and have validity, of course a direct procurement method for goods/services procurement is needed. One way to avoid errors and invalidity is to create a goods procurement information system through direct procurement as one of the packages described in Presidential Decree number 54 of 2010. This application was built using a framework, namely CodeIgniter with a MYSQL database. The method used in developing this goods procurement system is UPM (Unified Process Model) which consists of four stages, namely the initial stage (inception), the expansion stage (elaboration), the construction stage (construction), and the transition stage (transition) using documentation standards. ReadySET With this application, it is hoped that it will make it easier for ITS to procure goods through direct procurement for a nominal amount of less than IDR 100,000,000 (one hundred million rupiah) and also avoid errors so that the procedure for implementing the Direct Procurement method can be carried out in accordance with the SBD (Standard Bidding Document). ) or standard procurement documents according to Presidential Regulation Number 54 of 2010
