Abstract

Dalam kurang dari 10 tahun kedepan, salah satu kilang LNG Indonesia akan berhenti beroperasi diakibatkan kehabisan bahan baku. Di sisi lain, kebutuhan akan gas alam sebagai bahan baku industri yang berlokasi di sekitar industri kilang LNG semakin meningkat. Hal ini menimbulkan potensi pemanfaatan aset kilang LNG yang tidak terpakai menjadi terminal regasifikasi untuk menunjang kebutuhan industri tersebut. Tetapi, ada perbedaan model bisnis dan fasilitas produksi kilang LNG dan terminal regasifikasi. Kesiapan teknologi dari transformasi ini juga harus diukur. Tidak kalah penting juga bagaimana perencanaan transformasi tersebut agar prosesnya berkesinambungan. Metodologi yang digunakan dalam penelitian ini adalah BMC, TRL, & TRM. Diketahui dalam perbandingan BMC semua komponen dilakukan tranformasi khususnya komponen key resources yang harus mengadakan teknologi baru yaitu LNG Vaporizer. Pada TRL diketahui kesiapan teknologi tersebut berada di level 7 yang diartikan teknologi sudah matang dan dapat diaplikasikan. Pada TRM, marketing level yang paling membutuhkan durasi transformasi yang paling lama yaitu 5 tahun. Struktur Organisasi diperkirakan akan menyusut setengahnya dengan penambahan disiplin bisnis dan proyek. Evaluasi ekonomi Terminal Regasifikasi memenuhi indikator POT, ROI, BEP, & IRR untuk investasi yang menarik.

In less than 10 years, one of Indonesia's LNG refineries will stop operating due to running out of raw materials. On the other hand, the need for natural gas as a raw material for industries located around LNG refinery industries is increasing. This raises the potential for the utilization of unused LNG plant assets to become a regasification terminal to support the needs of the industry. However, there are differences in business models and production facilities for LNG refineries and regasification terminals. The technological readiness of this transformation must also be measured. No less important is how the planning of the transformation so that the process is sustainable. The methodology used in this research is BMC, TRL, & TRM. It is known that in the BMC comparison all components undergo transformation, especially the key resource components which must provide new technology, namely the LNG Vaporizer. In the TRL, it is known that the technology readiness is at level 7, which means the technology is mature and can be applied. In TRM, the marketing level that requires the longest transformation duration is 5 years. Organizational Structure is expected to shrink by half with the addition of business and project disciplines. The economic evaluation of the Regasification Terminal meets the POT, ROI, BEP, & IRR indicators for an attractive investment.
