Abstract

Masalah sistem distribusi air bersih di Indonesia adalah kehilangan air yang mencapai 20-70%, dengan rata-rata nasional 37%. Pada akhir tahun 2022, Perumda Delta Tirta Kabupaten Sidoarjo melaporkan kehilangan air sebesar 32%. Maksimum kehilangan air yang diperbolehkan untuk setiap PDAM adalah 20%. Hal ini menunjukkan bahwa Perumda Delta Tirta belum memiliki sistem yang optimal dalam mengatasi kehilangan air bersih. Oleh karena itu, perlu dilakukan kajian untuk menghitung kerugian yang dialami Perumda Delta Tirta dan merancang solusi yang efektif untuk mengatasi masalah ini. Dilakukan kajian terhadap salah satu District Metered Area (DMA) yakni DMA Shoji Land Cabang Porong yang memiliki persen kehilangan air sebesar 56% di Bulan Juli. Dilakukan Analisa dengan metode step-test untuk mencari kebocoran pipa atau kerusakan lainnya dan dilengkapi data sekunder yang dimiliki oleh Perumda Delta Tirta Sidoarjo. Dihitung juga kehilangan air akibat ketidakakurasian meter air dan pemakaian air per sampel sambungan rumah. Didapatkan hasil persen kehilangan air bulan Oktober sebesar 51% dengan persen kehilangan air fisik sebesar 31.4% dan 19.4% untuk kehilangan air non-fisik. Kerugian Perumda Delta Tirta dari hasil rata rata kehilangan air bulan Agustus-Oktober sebesar Rp. 31.897.659/bulan. Solusi dalam penelitian ini didesain berdasarkan penyebab kehilangan air, yaitu kebocoran air, ketidakakurasian meter zoning, dan ketidakakurasian meter sambungan rumah. Sehingga, strategi penggantian dan tera ulang meter air serta asumsi perbaikan pipa akibat kebocoran diimplementasikan untuk mengatasi masalah ini. Hasil strategi tersebut kemudian dianalisis secara finansial dengan NPV Rp. 6.436.235,91, IRR 13,82%, dan BCR 1,17 Secara teknis, penanganan kehilangan air dengan skenario ini layak, namun perlu dilakukan peninjauan ulang terhadap anggaran biaya operasional Perumda Delta Tirta.

The problem of clean water distribution systems in Indonesia is the loss of water, which ranges from 20-70%, with a national average of 37%. By the end of 2022, the Perumda Delta Tirta in Sidoarjo District reported a water loss of 32%. The maximum allowable water loss for each PDAM (Regional Drinking Water Company) is 20%. This indicates that Perumda Delta Tirta does not yet have an optimal system to address the loss of clean water. Therefore, a study is needed to calculate the losses experienced by Perumda Delta Tirta and design effective solutions to address this issue. A study was conducted on one of the District Metered Areas (DMA), namely DMA Shoji Land Porong Subdivision, which had a water loss percentage of 56% in July. An analysis was performed using the step-test method to identify pipe leaks or other damages, supplemented by secondary data owned by Perumda Delta Tirta Sidoarjo. The water loss due to meter inaccuracy and water usage per household connection sample were also calculated. The result showed a water loss percentage of 51% in October, with a physical water loss of 31.4% and a non-physical water loss of 19.4%. The financial loss for Perumda Delta Tirta from the average water loss in August-October was Rp. 31.897.659 per month. The solution in this study is designed based on the causes of water loss, namely water leaks, meter zoning inaccuracies, and inaccuracies in household connection meters. Therefore, a strategy involving replacing and recalibrating water meters, along with the assumption of pipe repairs due to leaks, is implemented to address the problem. The financial analysis of this strategy resulted in an NPV Rp. 6.436.235,91, IRR 13.82%, dan BCR 1.17. Technically, addressing water loss in this scenario is feasible, but a review of Perumda Delta Tirta's operational cost budget is needed.
