Abstract

Rumah sakit atau institusi layanan kesehatan merupakan salah satu sektor industri terbesar di dunia. Tingginya permintaan pelayanan medis dan pengelolaan limbahnya yang berkualitas merupakan tantangan utama rumah sakit. Rumah sakit memiliki berbagai pelayanan yang menggunakan peralatan elektronik, antara lain unit radiologi, rehabilitasi medik, dll. Rumah Sakit X (RS X) merupakan rumah sakit tipe B yang berada di Kota Surabaya. RS X memiliki berbagai layanan seperti kemoterapi, hemodialisis, Stroke Center, dll. Penelitian ini bertujuan untuk menentukan laju timbulan dan jenis limbah elektronik di RS X, menentukan kondisi eksisting pengelolaannya, mengkaji kesesuaiannya dengan peraturan perundangan yang berlaku, serta memberikan rekomendasi untuk peningkatan kualitas pengelolaan yang diperlukan. Pengelolaan limbah elektronik di RS X dikaji dengan pengumpulan data timbulan, jenis, berat, dimensi, masa penyimpanan, dan kondisi eksisting pengelolaannya. Pengumpulan data dilakukan melalui observasi dan wawancara dengan 4 responden. Wawancara dilakukan kepada staf Instalasi Pemeliharaan Sarana dan Sanitasi, Aset, dan Direktorat Sarana dan Prasarana. Data timbulan dan jenis limbah elektronik digunakan dalam perhitungan laju timbulan limbah elektronik. Kondisi eksisting pengelolaan limbah elektronik melingkupi pengumpulan internal, penyimpanan, dan pengangkutan dikaji kesesuaiannya dengan regulasi yang berlaku. Hasil penelitian menunjukkan laju timbulan limbah elektronik habis pakai RS X, yaitu peralatan information techonology dan telekomunikasi (kategori 3) sebesar 180,43 kg/tahun serta peralatan penerangan (kategori 5) sebesar 320,77 kg/tahun. Laju timbulan limbah elektronik inventaris RS X, yaitu peralatan rumah tangga berukuran besar (kategori 1) sebesar 3,45 kg/tahun. Adapun peralatan rumah tangga berukuran kecil (kategori 2) sebesar 10,21 kg/tahun dan peralatan information technology dan telekomunikasi (kategori 3) sebesar 5,75 kg/tahun. Peralatan medis (kategori 8) sebesar 48,19 kg/tahun dan dispenser otomatis (kategori 10) sebesar 32,42 kg/tahun. Limbah elektronik habis pakai RS X disimpan di TPS Limbah B3 lantai 1 dan inventaris di ruang penyimpanan lantai 7. Beberapa aspek pengelolaan limbah elektronik di RS X masih belum sesuai dengan regulasi yang berlaku. Aspek tersebut, yaitu pengumpulan internal, pengemasan dan pelekatan simbol dan label, serta peletakan limbah elektronik. Selain itu, kapasitas, kondisi fisik, serta pemeliharaan ruang penyimpanan masih tidak sesuai. Limbah elektronik kategori 1, yaitu aki dan baterai bekas direkomendasikan memiliki metode pengumpulan internal dengan container tertutup. Limbah tersebut memiliki masa penyimpanan paling lama 180 hari di TPS Limbah B3. Adapun, direkomendasikan TPS Limbah B3 dan ruang penyimpanan dilengkapi fasilitas penyimpanan pendukung, yaitu palet kayu, rak, drum, serta container. Ruang penyimpanan direkomendasikan memiliki bak penampungan tumpahan kebocoran, penerangan, ventilasi, APAR, serta didukung inspeksi dan perbaikan rutin.

Hospitals or health service institutions are one of the largest industrial sectors in the world. The high demand for quality medical services and health waste management is one of the main challenges for hospitals. Hospitals generally use various services that use electronic equipment such as radiology, medical rehabilitation, and others. Hospital X is a hospital in the city of Surabaya. Hospital X is a type B hospital that has various services such as chemotherapy, hemodialysis, Stroke Center, and others. This research aims to determine the rate of generation and type of electronic waste at the Hospital, reviewing its conformity with applicable laws and regulations, as well as providing recommendations for improving the quality of management as needed. Electronic waste management at Hospital X was evaluated by collecting data on generation, type, weight, dimensions, storage period and existing management conditions. Data collection was carried out through observation and interviews with 4 respondents. Interviews were conducted with personnel of the Facilities and Sanitation Maintenance Installation, Assets Unit, and the Facilities and Infrastructure Directorate. Data on the generation and type of electronic waste obtained were used in calculating the rate of electronic waste generation. Existing conditions for electronic waste management including internal collection, storage, and transportation were evaluated for compliance with enacted regulations concerning electronic waste management. The results showed the rate of generation of consumable electronic waste at Hospital X namely information technology and telecommunications equipment (category 3) amounting to 180.43 kg/year and lighting equipment (category 5) amounting to 320.77 kg/year. Meanwhile, small household equipment (category 2) amounting to 10.21 kg/year and information technology and telecommunications equipment (category 3) amounting to 5.75 kg/year. Medical equipment (category 8) amounting to 48.19 kg/year and automatic dispensers (category 10) amounting to 32.42 kg/year. Consumable electronic waste was stored at the hazardous waste storage facility (HWSF) on the1st floor and inventory in the 7th floor storage room. Several aspects of electronic waste management at Hospital X were still not in accordance with the enacted regulations. These aspects were internal collection, packaging and attaching symbols and labels, as well as placing electronic waste. Apart from that, the capacity, physical condition, and maintenance of the storage space were still not suitable. Category 1 electronic waste, namely used batteries and batteries, is recommended to have an internal collection method in closed containers. This waste has a maximum storage period of 180 days at the HWSF. Meanwhile, it is recommended that HWSF and storage rooms be equipped with storage supporting facilities, namely wooden pallets, shelves, drums, and containers. It is recommended that storage rooms to have leakage spill reservoirs, lighting, ventilation, fire extinguishers, and be supported by routine inspections and repairs.
