Abstract

Pertumbuhan lalu lintas di jalan tol Perak-Waru meningkat setiap tahun dengan cukup besar, sehingga sering terjadi antrian yang panjang pada gerbang tol Untuk mengatasi penggunaan kendaraan pribadi dan meminimalisir dampak kemacetan karena tidak sesuai kapasitas jalan, salah satu solusi adalah tarif tol. Obyek yang diteliti yaitu pengendara roda empat/truck/mobil box dan trailer yang melewati ruas jalan Perak-Waru sampai menuju Kota Malang, dengan menggunakan metode pendekat Willingness To Pay untuk penentuan jumlah responde, dilakukan secara acak atau random sebanyak 240 responden dengan menggunakan tingkat kepercayaan sebesar 5%. Metode yang digunakan dalam penelitian ini perhitungan Willingnes To Pay. Hasil penelitian analisis WTP di dapatkan masing-masing pada tol Perak-Waru melalui tiga skema tarif pada penelitian ini yaitu, tarif normal, tarif (+) 25% dari tarif normal dan tarif (+) 50% dari tarif normal. Tol Perak-Waru dihasilkan WTP rata-rata sebesar Rp. 7.400 kemudian tol, kemudian pada tol Waru-Sidoarjo dihasilkan WTP rata-rata sebesar Rp. 8.000, tol Sidoarjo-Kejapanan dihasilkan WTP rata-rata sebesar Rp. 6.800 dan terakhir tol Kejapanan-Singosari dihasilkan Rp. 55.000. Penelitian ini menggunakan teknik Revealed Preference dan Stated Preference, dengan metode regresi logistik biner. Berdasarkan uraian diatas penelitian ini diharapkan dapat menunjukkan tanggapan responden dalam memilih penentuan tarif jika terjadi kenaikan tarif tol, serta nilai waktu ataupun jarak yang menjadikan pertimbangan bagi responden akan beralih atau tidaknya menggunakan jalur umum (non tol) atau tetap akan menggunakan jalur tol.

Traffic growth on the Perak-Waru toll road is increasing significantly every year, so there are often long trails at the toll gate to overcome the use of private vehicles and minimize the impact of congestion due to non-conforming road capacity, one solution is toll rates. The object studied is a four-wheeled rider/truck/car box and trailer that crossed the Perak-Waru road toward Malang City, using the approximation method of Willingness To Pay to determine the number of respondents, performed randomly or randomly as many as 240 respondents using a confidence rate of 5%. The method used in this study is the Willingnes To Pay calculation. The results of the WTP analysis study obtained respectively on the Perak-Waru toll through three rate schemes in the study, namely, normal rate, rate (+) 25% of normal rate and rate +) 50% of normal price. Perak-Waru tolls produced an average WTP of Rs. 7,400 then tolls, then on Waru-Sidoarjo tolls a mean WTP was produced of Rp. 8,000, Sidoarjo-Kejapanan tolls generated an average WTP of Rupees 6,800 and the last tolls Kejapanan-Singosari produced Rs. 55,000. The research uses the Revealed Preference and Stated Preferences techniques, with binary logistic regression methods. Based on the above description, this study is expected to show the respondent's response in choosing tariff determination if a toll rate increase occurs, as well as the value of the time or distance that makes consideration for respondents to switch or not to use the common (non toll) route or will still use the toll route.
