Abstract
Jumlah penduduk Kota Kendari pada tahun 2022 adalah 356.747 jiwa. Jumlah ini mengalami peningkatan sekitar 1,91 % dari tahun sebelumnya. Kepadatan penduduk Kota Kendari pada tahun 2022 adalah rata-rata sebesar 1.320 jiwa/km2. Volume timbulan sampah di Kota Kendari mengalami peningkatan ditahun 2021 mencapai 264 ton/hari dan tahun 2022 mencapai 290 ton/hari. Berdasarkan data Perwali Nomor 23 Tahun 2022 persentase sampah yang terangkut ke TPA yaitu 91,01 % dan sampah yang tidak terangkut mencapai 8,99 %. Penelitian ini bertujuan melakukan evaluasi penanganan sampah pada sarana TPS, TPS 3R dan pengangkutan ditinjau dari aspek teknis, aspek lingkungan dan aspek kelembagaan. Pengumpulan data terdiri dari tiga aspek yaitu aspek teknis, lingkungan dan kelembagaan untuk penanganan sarana TPS, TPS 3R, dan pengangkutan. Data primer diperoleh melalui survey langsung, wawancara dan kuesioner dan data sekunder diperoleh dari studi literatur dan data dari instansi terkait. Penentuan wilayah untuk evaluasi sarana TPS menggunakan metode Stratified Sampling. Penentuan unit TPS yang akan dievaluasi menggunakan metode purposive sampling berdasarkan unit TPS yang mempunyai lebih dari satu area pelayanan. Penentuan 2 unit TPS 3R yang di evaluasi disebabkan jumlah eksisting unit TPS 3R di Kota Kendari. Pengangkutan sampah dievaluasi pada kecamatan hasil sampling yang mempunyai TPS dan TPS 3R, metode analisis data timbulan menggunakan metode Load Count Analysis dan pengukuran komposisi menggunakan metode quartering. Pengangkutan dilakukan dengan pengukuran langsung pada sistem pengangkutan. Pengumpulan data pada aspek lingkungan dilakukan dengan data sekunder berupa faktor emisi gas rumah kaca (GRK) yang dihitung dengan menggunakan metode Intergovernmental Panel on Climate Change (IPCC) sehingga emisi yang dihasilkan dapat diketahui. Melakukan evaluasi terhadap aspek kelembagaan dengan metode wawancara dan observasi. Sarana TPS di Kota Kendari belum memenuhi standar SNI 324-2008. Spesifikasi TPS 3R sudah memenuhi standar tetapi tingkat reduksi sampah sangat minim. Laju timbulan sampah rata-rata di Kota Kendari sebesar 0,86 kg/orang.hari. Reduksi sampah eksisting sebesar 2,48 % perhari dan setelah dilakukan optimasi menjadi 73 % perhari. Persentase pelayanan sebesar 74 %. Dan persentase pengangkutan ke TPA 75,94 %. Terdapat sisa waktu kerja sebesar 6,6 jam untuk dump truck dan 4,378 jam untuk armroll truck dan setelah dilakukan optimasi ritasi menjadi 7 rit/hari untuk dump truck dan 6 rit/hari untuk armroll truck. Emisi pengangkutan sampah mencapai 0,6185 Ton CO2eq dan emisi dekomposisi di TPA sebesar 2.286,09 Ton CO2eq, pengurangan emisi dilakukan dengan menerapkan operasi pola baru sistem door to door eksisting. Struktur kelembagaan DLHK Kota Kendari sudah sesuai dengan Permen No. 41 Tahun 2007. Implementasi kebijakan khususnya penegakkan sanksi bagi pelanggaran Perda No. 4 Tahun 2014 dibantu oleh satpol-PP serta kebijakan pengurangan timbulan sampah. Rekomendasi strategis dalam meningkatkan penanganan sampah di Kota Kendari adalah strategi WO.

The population of Kendari City in 2022 is 356.747 soul.This number increased about 1,91 % from last year. Kendari City have population density in 2022 about 1.320 / km2 of soul. The volume of waste generation in Kendari City has increased in 2021, reaching 264 tonnes/day and in 2022 it will reach 290 tonnes/day. Meanwhile, based on data from City Council Regulations Number 23 of 2022, the percentage of waste transported to the landfill is 91.01%, while waste that is not transported reaches 8.99%. This research aims to evaluate waste handling at temporary storage suggestions, temporary storage 3R and transportation in terms of technical aspects, environmental aspects and institutional aspects. Data collection consists of three aspects, namely technical, environmental and institutional aspects for handling temporary storage, temporary storage 3R and transportation facilities. Primary data were obtained through location surveys, interviews and questionnaires and secondary data was obtained from literature studies and data from related agencies. Determining the area for evaluating temporary storage facilities uses the Stratified Sampling method. Determining the temporary storage units to be evaluated using the purposive sampling method based on temporary storage units that have more than one service area. The determination of 2 temporary storage 3R units to be evaluated were due to the number of existing temporary storage 3R units in Kendari City. Waste transportation were evaluated in sampling districts that had temporary storage and temporary storage 3R, the generation data analysis method used the Load Count Analysis method and the composition measurement used the quartering method. Transport were carried out by direct measurements on the transport system. Data collection on environmental aspects was carried out using secondary data in the form of greenhouse gas (GHG) emission factors which are calculated using the Intergovermental Panel On Climate Change method so that the emissions produced can be known. Conduct evaluations on institutional aspects using interview and observation methods. Evaluation of temporary storage facilities in Kendari City did not equal with Indonesian National Standard 324-2008. Temporary storage 3R specifications meet standards but the level of waste reduction is very low. The average waste generation rate in Kendari City is 0.86 kg/person.day. The reduction in existing waste were 2.48% per day and after optimization it became 73% per day. The service percentage is 74% and the percentage of transportation to landfill is 75.94%. There is remaining working time of 6.6 hours for the dump truck and 4.378 hours for the armroll truck and after optimization the rotation becomes 7 rit/day for the dump truck and 6 rit/day for the armroll truck. Waste transportation emissions reached 2.20549 tons of CO2eq and decomposition emissions at the landfill were 2,286.09 tons of CO2eq. Emission reduction were carried out by implementing a new operating pattern for the existing door to door system. The institutional structure of the Kendari City DLHK is in accordance with Ministerial Regulation No. 41 of 2007. Policy implementation particularly enforcing sanctions for Ministerial Regulation No. 4 of 2014 helped by security unit and garbage reduction policy.The strategic recommendation for increasing waste handling in Kendari City is WO strategy.
