Abstract

Overall equipment effectiveness (OEE) sebagai indikator untuk mengukur efektivitas peralatan telah digunakan di manufaktur karena kemampuannya menggabungkan tiga faktor sekaligus, yaitu ketersediaan, kinerja dan kualitas. Konsep OEE telah diadopsi dan dikembangkan di sektor transportasi jalan raya menjadi transportation overall vehicle effectiveness (TOVE) yang digunakan sebagai indikator untuk mengukur efektivitas transportasi. Kelebihan dari TOVE adalah kemampuannya yang telah mengadopsi total waktu kerja berdasarkan total hari kalender untuk memaksimalkan utilisasi peralatan. Konsep OEE dalam bentuk lain juga telah diteliti dengan nama overall vehicle effectiveness human (OVE Human) yang digunakan untuk mengukur efektivitas transportasi jalan raya dengan mempertimbangkan konsumsi energi selama proses transportasi. Penelitian ini merupakan pengembangan indikator baru dengan nama mining transportation overall vehicle effectiveness (MTOVE), dengan mengadopsi beberapa faktor dari TOVE dan OVE Human kemudian menambahkan beberapa faktor yang sesuai untuk mengukur kinerja transportasi pertambangan. Pengembangan indikator menggunakan literatur review dan wawancara mendalam, dilanjutkan validasi MTOVE dilakukan melalui Delphi survei 3 putaran. Setelah proses validasi MTOVE digunakan untuk megukur kinerja pengangkutan batubara. Setelah mengukur kinerja proses pengangkutan, selanjutnya nilai MTOVE ditingkatkan dengan menggunakan metodologi lean six sigma (LSS). Hasil penelitian menunjukkan kenaikan nilai MTOVE dari 26% menjadi 34%. Waktu slippery pengangkutan paska hujan turun dari 2,5 jam manjadi 2,1 jam. Kenaikan utilisasi truk naik dari 47% menjadi 51%, cycle time turun dari 2,3 jam menjadi 2,1 jam, produktivitas hauling meningkat dari 59% menjadi 69%. Hasil pengujian statistik dengan uji mean menunjukkan p-value 0,042 mengindikasikan hasil perbaikan yang signifikan.

Overall equipment effectiveness (OEE) as an indicator for measuring equipment effectiveness has been used in manufacturing because of its ability to combine three factors at once, namely availability, performance and quality. The OEE concept has been adopted and developed in the road transportation sector to become transportation overall vehicle effectiveness (TOVE) which is used as an indicator to measure transportation effectiveness. The advantage of TOVE is its ability to adopt total working time based on total calendar days to maximize equipment utilization. The OEE concept in another form has also been researched under the name overall vehicle effectiveness human (OVE Human) which is used to measure the effectiveness of road transportation by considering energy consumption during the transportation process. This research is the development of a new indicator called mining transportation overall vehicle effectiveness (MTOVE), by adopting several factors from TOVE and OVE Human and then adding several appropriate factors to measure mining transportation performance. Indicator development used literature reviews and in-depth interviews, followed by MTOVE validation carried out through a 3 round Delphi survey. After the validation process, MTOVE is used to measure coal transportation performance. After measuring the performance of the transportation process, the MTOVE value is then improved using the lean six sigma (LSS) methodology. The research results show an increase in the MTOVE value from 26% to 34%. Slippery time decreased from 2.5 hours to 2.1 hours. The increase in truck utilization improved from 47% to 51%, cycle time decrease from 2.3 hours to 2.1 hours, hauling productivity increased from 59% to 69%. The results of statistical testing with two sample-t test showed a p-value of 0.042, indicating significant improvement.
