Abstract

Komposisi pembangkit pada sistem ketenagalistrikan besar di Indonesia khususnya di Jawa Bali didapatkan dari Pusat Listrik Tenaga Uap (PLTU) berbahan bakar batu bara atau disebut juga Coal Fired Power Plant (CFPP). PLTU menyumbang cukup tinggi nilai emisi karbon. Salah satu upaya menekan emisi karbon dilakukan melalui early retirement PLTU yang sejalan dengan target pencapaian Net Zero Emission (NZE) pada tahun 2060. Dilakukan evaluasi atas 27 PLTU di Jawa Bali berusia di bawah 20 tahun yang terhubung pada SUTT 500kV untuk dipilih menjadi kandidat PLTU yang akan dipilih untuk dilakukan early retirement. Penelitian ini bertujuan untuk menentukan urutan prioritas PLTU yang dipilih untuk dilakukan early retirement di sistem ketenagalistrikan Jawa Bali berdasarkan penilaian ahli dan data operasional dengan menggunakan Metode Multi Criteria Decision Making (MCDM) melalui kombinasi Analytic Hierarchy Process (AHP) dan Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). Kombinasi metode ini digunakan untuk melakukan pengambilan keputusan atas beberapa alternatif PLTU menggunakan multi kriteria dengan melibatkan nara sumber dari PT PLN (Persero) yang bertindak sebagai expert judgement dalam proses pembobotannya. Kriteria utama yang digunakan adalah kriteria teknis, ekonomi dan lingkungan dengan subkriteria usia, kapasitas, capacity factor, efisiensi, harga jual, potensi biaya buy out, emisi CO2 dan pengaruh polusi udara. Hasil penelitian dengan menggunakan metode AHP-PROMETHEE menempatkan kriteria usia menduduki persentase pembobotan tertinggi sekitar 30%, namun demikian tidak serta merta menjadikan PLTU dengan usia tertua menjadi urutan pertama untuk early retirement. Hal ini dikarenakan proses outranking bukan semata dilakukan berdasarkan pembobotan akan tetapi dilakukan secara menyeluruh terhadap semua alternatif berdasarkan nilai net flow yang dihasilkan pada metode PROMETHEE. Perankingan menghasilkan PLTU PEC 3, PLTU Suralaya 8, PLTU Cilacap 3, PLTU Paiton 9 dan PLTU Adipala 5 sebagai prioritas urutan early retirement. Hasil urutan prioritas dengan metode ini diharapkan dapat digunakan sebagai referensi bagi pemangku kepentingan ketenagalistrikan dalam pengambilan keputusan untuk melakukan prioritas PLTU yang akan dilakukan early retirement.

The composition of generators in large electricity systems in Indonesia, especially in Java and Bali, is obtained from coal-fired Steam Power Plants (CFPP). CFPP provides quite high carbon emission values. One of the efforts to reduce carbon emissions is through early retirement of CFPP which is in line with achieving the Net Zero Emission (NZE) target by 2060. An evaluation was carried out on 27 of CFPP in Java and Bali aged under 20 years which were connected to a 500kV to be selected as CFPP candidates for early retirement. This research aims to determine the priority order of CFPP selected for early retirement in the Java Bali electricity system based on expert judgements and operational data using the Multi Criteria Decision Making (MCDM) Method through a combination of Analytic Hierarchy Process (AHP) and Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). This combination of methods is used to make decisions on several CFPP alternatives using multiple criteria by involving resource persons from PT PLN (Persero) who act as expert in the weighting process. The main criteria used are technical, economic and environmental with the sub-criteria are age, capacity, capacity factor, efficiency, selling price, potential purchase costs, CO2 emissions and the effect of air pollution. The results of research using the AHP-PROMETHEE method place the age criterion at the highest weighting percentage of around 30%, however this does not necessarily mean that the CFPP with the oldest age is first in line for early retirement. This is because the outranking process is not solely carried out based on weighting but is carried out comprehensively for all alternatives based on the net flow value produced by the PROMETHEE method. The ranking resulted in PEC 3 CFPP, Suralaya 8 CFPP, Cilacap 3 CFPP, Paiton 9 CFPP and Adipala 5 CFPP as the priority order for early retirement. It is hoped that the results of the priority order using this method can be used as a reference for electricity stakeholders in making decisions to prioritize CFPP that will undergo early retirement.
