Abstract
Frequency Rate (FR) kecelakaan kerja pada tahun 2019 menunjukkan angka 3,4 yang artinya, selama sejuta jam kerja orang, terjadi 3,4 kasus kecelakaan kerja. Pada tahun 2020 angka FR meningkat menjadi 3,6, dan pada tahun 2021 meningkat kembali menjadi 3,8. Survei K3 Nasional yang dilakukan oleh Kementerian Ketenagakerjaan pada tahun 2019 menunjukkan bahwa sekitar 63,4% perusahaan di Indonesia belum menerapkan standar K3 secara menyeluruh. Sehingga dapat disimpulkan bahwa tingkat kecelakaan kerja meningkat setiap tahunnya, dan kondisi K3 pada industri masih perlu perbaikan. Penelitian ini menggunakan konsep Hierarchy of Controls untuk mengklasifikasi dan mengidentifikasi program K3, item investasi K3, dan opsi implementasi K3 dan Benefit Cost Ratio (BCR). Penelitian ini bertujuan mengembangkan tools spreadsheet sebagai navigator dalam memilih langkah pengendalian risiko bahaya K3. Uji coba fungsionalitas dilakukan dengan mengisi tools spreadsheet dari memilih program K3 hingga perhitungan BCR. Opsi implementasi K3 yang dipilih user dengan nilai BCR tertinggi (1,87) adalah Penggunaan Peralatan Keamanan Interlock Safety System. Hasil uji coba usability melalui penilaian menggunakan System Usability Scale (SUS), tools spreadsheet ini mendapatkan nilai 68 yang masuk ke dalam kategori Good atau baik.

The Frequency Rate (FR) of workplace accidents in 2019 was recorded at 3.4, meaning that for every million work hours, there were 3.4 cases of workplace accidents. In 2020, the FR increased to 3.6, and in 2021, it further rose to 3.8. A National Occupational Safety and Health (OSH) Survey conducted by the Ministry of Manpower in 2019 revealed that approximately 63.4% of companies in Indonesia had not fully implemented OHS standards. Therefore, it can be concluded that the rate of workplace accidents increases annually, and there is a need for improvement in occupational safety and health conditions within industries. This study utilized the concept of the Hierarchy of Controls to classify and identify OHS programs, OHS investment items, and OHS implementation options, as well as the Benefit Cost Ratio (BCR). The aim of this research was to develop a spreadsheet tool as a navigator to choose steps for controlling occupational hazards. Functional testing was carried out by filling in the spreadsheet tool, starting from selecting OHS programs to calculating the BCR. The OHS implementation option chosen by the user with the highest BCR value (1.87) was the Use of Interlock Safety System Equipment. The usability testing, assessed using the System Usability Scale (SUS), resulted in a score of 68 for the spreadsheet tool, categorizing it as "Good".
