Abstract

Ketenagalistrikan adalah salah satu sektor inti dalam perekonomian suatu negara. Oleh karena itu, proyek-proyek pembangunan infrastruktur ketenagalistrikan memiliki dampak yang signifikan. Tahapan pengadaan barang/jasa merupakan salah satu tahapan penting dalam pembangunan tersebut. Pada tahun 2017 pernah terjadi paket pekerjaan yang mengalami pelelangan gagal, yaitu Pekerjaan Pembangunan Access Road PLTMG Ambon Peaker 30 MW. Pelelangan tersebut mengalami pelelangan gagal karena terdapat perubahan ruang lingkup pekerjaan. Oleh karena itu, paket pekerjaan tersebut digagalkan oleh Pengguna Barang/Jasa untuk dilakukan pelelangan ulang. Hal ini menyebabkan terjadinya penundaan pekerjaan, sehingga target operasi menjadi mundur. Untuk mencegah terjadinya pelelangan gagal demi tercapainya target waktu yang direncanakan, maka diperlukan adanya analisa risiko dalam pengadaan barang/jasa proyek pembangunan infrastruktur ketenagalistrikan. Tujuan penelitian ini adalah memetakan level risiko dalam pengadaan barang/jasa proyek pembangunan infrastruktur ketenagalistrikan dan merumuskan rekomendasi prioritas pengendalian risiko berdasarkan tingkat kesulitan yang dihadapi. Hasil yang didapatkan dari penelitian ini adalah dapat diidentifikasi 12 risiko yang berpotensi muncul dalam proses pengadaan barang/jasa proyek pembangunan infrastruktur ketenagalistrikan. Berdasarkan analisa risiko menggunakan metode Severity Index (SI) terdapat 2 risiko berada pada level risiko ekstrim dan 10 risiko berada pada level risiko tinggi. Evaluasi risiko menggunakan metode Delphi menghasilkan 8 tindakan preventive action dan 5 alternatif pengendalian risiko sebagai kontrol manajemen. Usulan prioritas rekomendasi pengendalian risiko pada pengadaan barang/jasa pembangunan infrastruktur ketenagalistrikan berdasarkan metode AHP berturut-turut adalah Dokumen Rencana Pengadaan, Monitoring Daftar Referensi Harga, dan Berita Acara Kesepakatan Contract Discussion Agreement (CDA).

Electricity is one of the vital sectors in a country's economy. Therefore, electricity infrastructure development projects have a significant impact. The procurement phase is one of the important phase in project. In 2017, there was a failed bidding process for a construction project, namely the Access Road Construction for the 30 MW Ambon Peaker Gas Power Plant. The bidding process failed due to a change in the scope of work. Consequently, the procurement of this project was canceled by User for a re-bidding process. This led to project delays, causing a setback in the operational target. To prevent procurement failures and ensure the planned timeline is met, risk analysis is required in the procurement of electricity infrastructure development projects. The objective of this research is to mapping the risk levels in the procurement of electricity infrastructure development projects and to formulate recommendations for risk control priorities based on the level of difficulty faced. The results obtained from this research indicate the identification of 12 potential risks that may arise in the procurement process of electricity infrastructure development projects. Based on risk analysis using the Severity Index (SI) method, 2 risks are categorized at the extreme risk level, and 10 risks are categorized at the high-risk level. Risk evaluation using the Delphi method resulted in 8 preventive action measures and 5 alternative risk control options as management controls. The proposed priority recommendations for risk control in the procurement of electricity infrastructure development projects based on the Analytical Hierarchy Process (AHP) method, are as follows: Procurement Plan Document, Monitoring of Reference Price Lists, and Agreement Minutes of Contract Discussion Agreement (CDA) meeting.
