Abstract

Salah satu upaya untuk mewujudkan pembangunan kota berkelanjutan yaitu dengan adanya Ruang Terbuka Hijau (RTH). Kota Mojokerto hanya memiliki RTH sebesar 15,28 persen atau seluas 263,35 hektare. Dalam melakukan pengembangan RTH sebagai ruang publik diperlukan persepsi dan partisipasi masyarakat agar pengembangan RTH bisa sesuai dengan kebutuhan masyarakat. Tujuan Penelitian ini untuk menganalisis persepsi dan partisipasi masyarakat terhadap pengembangan ruang terbuka hijau sebagai ruang publik di Kota Mojokerto. Metode penelitian yang digunakan adalah kualitatif dengan 13 informan dengan pengambilan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa, pertama, RTH di Kota Mojokerto berfungsi sebagai ruang publik yang dinilai positif oleh masyarakat meskipun terdapat perbedaan persepsi di salah satu kecamatan. Kecamatan Prajurit Kulon dan Kecamatan Magersari memiliki persepsi bahwa keadaan RTH di wilayah masing-masing telah berfungsi secara optimal. Hal ini terjadi karena kondisi RTH di Kecamatan Prajurit Kulon dan Magersari memiliki RTH yang luas dan fasilitas yang lengkap. Kecamatan Kranggan memberikan persepsi bahwa keadan RTH di Kecamatan Kranggan kurangan optimal karena di Kecamatan Kranggan memiliki RTH yang minim sehingga menimbulkan kurangnya pemanfaatan. Persepsi terhadap RTH dipengaruhi oleh kondisi RTH, kenyamanan, keindahan, lokasi, aksesibilitas, pemanfaatan RTH sebagai ruang publik, dan interaksi sosial di dalamnya. Kedua, persepsi masyarakat terhadap upaya pengembagan RTH juga memiliki perbedaan persepsi. Masyarakat Kecamatan Prajurit Kulon dan Magersari memiliki persepsi puas terhadap upaya pemerintah dalam pengembangan RTH. Masyarakat Kecamatan Kranggan memiliki persepsi kurang puas karena RTH yang minim. Perbedaan persepsi muncul karena pengembangan RTH belum merata di seluruh wilayah kota. Ketiga, partisipasi masyarakat dalam pemanfaatan dan pengelolaan RTH tercermin dari beragam aktivitas baik sosial dan ekonomi yang dilakukan di RTH. Meskipun penelitian ini menghasilkan persepsi positif secara keseluruhan terkait RTH di Mojokerto, terdapat beberapa aspek yang perlu diperhatikan seperti terdapat masyarakat yang tidak mengetahui pengembangan RTH. Penelitian ini dapat dijadikan referensi pemerintah Kota Mojokerto untuk melakukan pengembangan RTH sebagai ruang publik di Kota Mojokerto berdasarkan persepsi dan partisipasi.

One effort to realize sustainable city development is the existence of Green Open Space (RTH). The city of Mojokerto only has green open space of 15.28 percent or an area of 263.35 hectares. In developing green open space as a public space, community perception and participation is needed so that the development of green open space can be in accordance with community needs. The aim of this research is to analyze community perceptions and participation in the development of green open spaces as public spaces in the city of Mojokerto. The research method used was qualitative with 13 informants, collecting data through interviews, observation and documentation studies. The research results show that, first, green open space in Mojokerto City functions as a public space which is considered positive by the community even though there are differences in perception in one of the sub-districts. Prajurit Kulon District and Magersari District have the perception that the state of green open space in their respective areas is functioning optimally. This happens because the green open space conditions in the Prajurit Kulon and Magersari Districts have large green open space and complete facilities. Kranggan District gives the perception that the state of green open space in Kranggan District is less than optimal because Kranggan District has minimal green open space, causing a lack of utilization. Perceptions of green open space are influenced by the condition of green open space, comfort, beauty, location, accessibility, use of green open space as a public space, and social interactions within it. Second, people's perceptions of efforts to develop green open spaces also have different perceptions. The people of Prajurit Kulon and Magersari subdistricts have a perception of being satisfied with the government's efforts in developing green open space. The people of Kranggan District have the perception that they are dissatisfied because of the minimal green open space. Differences in perception arise because green open space development has not been evenly distributed throughout the city. Third, community participation in the use and management of RTH is reflected in the various social and economic activities carried out in RTH. Even though this research produces an overall positive perception regarding green open space in Mojokerto, there are several aspects that need to be considered, such as the fact that there are people who are not aware of the development of green open space. This research can be used as a reference for the Mojokerto City government to develop RTH as a public space in Mojokerto City based on perception and participation.
