Abstract

Kompleksitas dan dinamika proyek Design-Build menuntut para pemangku kepentingan di industri konstruksi untuk lebih memahami peran dan tanggung jawab masing-masing pihak untuk sukses. Kesuksesan proyek Design-Build dan peran pemilik yang mempengaruhinya menunjukkan interaksi dinamis di seluruh fase siklus hidup proyek, lingkup pekerjaan, peserta, dan kondisi berbeda di fase proyek yang berbeda. Penelitian ini bertujuan untuk mengusulkan model dinamika sistem untuk meneliti peran pemilik dalam mencapai kesuksesan proyek Design-Build. Variabel penelitian dikumpulkan melalui tinjauan literatur mendalam dan wawancara dengan pemilik proyek dan praktisi proyek Design-Build yang berpengalaman. Simulasi dinamika sistem dan analisis sensitivitas digunakan untuk menilai dampak peran pemilik terhadap kesuksesan proyek Design-Build dari segi biaya, waktu, dan kualitas. Untuk validasi model, sebuah proyek Pembangunan Pelabuhan di Kalimantan Barat dengan delivery method Design-Build dijadikan studi kasus. Penelitian ini menemukan dua puluh sembilan peran utama pemilik pada kesuksesan proyek Design-Build, dengan tiga belas memiliki dampak signifikan dan lima diantaranya memiliki dampak paling tinggi yaitu menetapkan estimasi biaya dengan akurat, mengelola klaim dengan baik, merespon cepat terhadap masalah, memastikan perijinan lengkap dan menerapkan kontrol kualitas yang efektif. Peran kritis ini berdasarkan simulasi model dinamika sistem dengan akurasi prediksi 91,65%.

Design-Build projects' complexity and dynamics require construction industry stakeholders to understand each party's roles and responsibilities better for success. The success of Design-Build projects and the owner's roles influencing it show a dynamic interplay across project life cycle phases, work scope, participants, and different project phases' conditions. This study proposes a system dynamic model to examine the owner's role in achieving Design-Build project success. The research variables were collected through in-depth literature reviews and interviews with project owners and experienced Design-Build project practitioners. System dynamic simulations and sensitivity analyses were used to assess the owner's role impact on the Design-Build project's success in terms of cost, time, and quality. For model validation, a Port Development project in West Kalimantan using the Design-Build delivery method was used as a case study. The research found twenty-nine critical owner roles in Design-Build project success, with thirteen having a significant impact and five of them having the highest impact: accurate cost estimates, managing claims well, responding quickly to problems, ensuring complete permit, and implementing effective quality control. These critical roles are based on system dynamic model simulations with a 91.65% prediction accuracy.
