Abstract

Lahan merupakan suatu wilayah di permukaan bumi, mencakup semua komponen biosfer yang dapat dianggap tetap atau bersifat siklis yang berada di atas dan dibawah wilayah. Disisi lain, laju pertumbuhan penduduk dan tingkat perekonomian di Indonesia yang semakin meningkat di kota-kota besar seperti Jakarta, Surabaya, Malang, dll menimbulkan daya tarik bagi masyarakat untuk tinggal di kota-kota tersebut. Sebuah perusahaan properti yakni PT PP Properti merupakan pengembang properti di Indonesia yang berfokus pada pengembangan apartemen untuk pasar kelas menengah karena memiliki pangsa pasar yang relatif menjanjikan. PT PP Properti memiliki lahan seluas 7.024,9 m2 yang terletak di kota Malang tepatnya di daerah Tlogomas yang berencana akan dikembangkan.
Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis alternatif properti agar mendapatkan produktivitas nilai lahan yang terbaik dan tertinggi (highest and best use) di lahan komersial PT. PP Properti di kota Malang. Penentuan alternatif akan dilakukan dengan metode Focus Group Discussion (FGD) atau diskusi kelompok terfokus bersama stakeholder internal dari manajemen puncak PT PP Properti yang bertujuan untuk memverifikasi alternatif penggunaan lahan berdasarkan persepsi para stakeholder. Selain itu, alternatif harus memenuhi empat kriteria, yaitu secara legal diijinkan, secara fisik memungkinkan, secara keuangan layak, dan memberikan keuntungan / produktivitas maksimal.
Hasil dari focus group discussion menunjukkan bahwa ada 3 alternatif yang mugkin digunakan untuk memanfaatkan lahan PT PP Properti di kota Malang, yaitu: alternatif ke-1 pengembangan apartemen, alternatif ke-2 pengembangan apartemen serta retail, dan alternatif ke-3 pengembangan hotel serta retail. Hasil analisis highest and best use menunjukkan bahwa alternatif ke-2 merupakan alternatif yang memberikan keuntungan finansial terbaik serta produktivitas terbesar.

Land is an area on the earth's surface, including all components of the biosphere that can be considered permanent or cyclical above and below the area. On the other hand, the rate of population growth and the increasing economic level in Indonesia in big cities such as Jakarta, Surabaya, Malang, etc. create an attraction for people to live in these cities. A property company, namely PT PP Properti, is a property developer in Indonesia that focuses on developing apartments for the middle class market because it has a relatively promising market share. PT PP Properti has a land area of 7,024.9 m2 which is located in the city of Malang, to be precise, in the Tlogomas area which plans to be developed.
This study aims to identify and analyze property alternatives in order to obtain the best and highest land value productivity (highest and best use) on PT PP Properti's commercial land in Malang city. Determining alternatives will be carried out using the Forum Group Discussion (FGD) method or focus group discussions with stakeholders from top management of PT PP Properti, which aims to verify alternative land uses based on stakeholder experience. In addition, alternatives must meet four criteria, namely legally permitted, physically possible, financially feasible, and provide maximum profit/productivity.
Based on focus group discussion, it showed that there are 3 alternatives that might be used to utilize PT PP Properti's land in the city of Malang, namely: the 1st alternative for apartment development, the 2nd alternative for apartment and retail development, and the 3rd alternative for hotel and retail development. The results of the highest and best use analysis show that the second alternative is the alternative that provides the best financial benefits and the greatest productivity.
