Abstract

Pemanfaatan Alternative Fuel & Raw Materials (AFR) adalah upaya strategis industri semen dalam memenuhi komitmen keberlanjutan. Pemanfaatan AFR membawa risiko yang berdampak pada kualitas, operasional peralatan, keselamatan kerja, regulasi lingkungan, kepastian suplai, serta kesiapan teknologi dan sumber daya lainnya. Keberhasilan pemanfaatan AFR terukur dari kemampuannya memenuhi target volume penggunaan sesuai sustainability roadmap perusahaan, sambil meminimalkan dampak pada kinerja operasional, baik teknis maupun non-teknis. Penelitian ini bertujuan untuk melakukan analisis risiko dalam pemanfaatan AFR di industri semen. Identifikasi risiko dilakukan melalui studi literatur global dan survei serta diskusi dengan ahli di perusahaan untuk mendapatkan analisis yang komprehensif dan akurat. Analisis risiko dan strategi mitigasinya menggunakan model House of Risk (HOR), yang efektif dalam penilaian prioritas dan pengembangan strategi penanganan masalah secara proaktif. Dalam fase pertama House of Risk, diidentifikasi 32 risk event dan 16 risk agent. Fokus utama pada risk agent termasuk variabilitas jenis dan kualitas AFR, tantangan dalam seleksi dan pengujian AFR, serta kompleksitas dalam manajemen rantai suplai. Risk event yang krusial mencakup gangguan operasional, penurunan kualitas produk, dan kepatuhan terhadap regulasi. Fase kedua menghasilkan 13 preventive action prioritas, yang meliputi pengembangan standar detail untuk jenis dan kualitas AFR, peningkatan kemampuan operasional melalui investasi strategis di fasilitas feeding modern, serta penyusunan kontrak yang lebih fleksibel. Hasil penelitian ini akan kontribusi membantu meminimalkan risiko agar bisa mencapai target volume sesuai road map perusahaan dalam implementasi AFR sebesar 0.93 juta ton AF dan 1.88 juta ton AR pada tahun 2030.

The utilization of Alternative Fuel & Raw Materials (AFR) is a strategic effort in the cement industry to fulfill the company's sustainability commitment. The use of AFR carries risks impacting quality, equipment operation, work safety, environmental regulations, supply certainty, as well as the readiness of technology and other resources. The success of AFR utilization is measured by its ability to meet the company's sustainability roadmap targets while minimizing impacts on operational performance, both technical and non-technical. This study aims to conduct a risk analysis in the utilization of AFR in the cement industry. Risk identification was carried out through global literature studies and surveys, as well as discussions with experts in the company, to obtain a comprehensive and accurate analysis. The risk analysis and mitigation strategy used the House of Risk (HOR) model, which is effective in prioritizing assessment and developing proactive problem-solving strategies. In the first phase of the House of Risk, 32 risk events and 16 risk agents were identified. The primary focus among the risk agents includes the variability of type and quality of AFR, challenges in selection and testing of AFR, as well as complexities in supply chain management. The crucial risk events encompass operational disruptions, decline in product quality, and compliance with regulations. The second phase produced 13 priority preventive actions, which include developing detailed standards for the type and quality of AFR, enhancing operational capabilities through strategic investments in modern feeding facilities, and formulating more flexible contracts. The findings of this research contribute to minimizing risks, enabling the achievement of the company's roadmap targets in implementing Alternative Fuel (AF) totaling 0.93 million tons and Raw Materials (AR) totaling 1.88 million tons by the year 2030.
