Abstract

Salah satu pencegahan korupsi di sektor pengadaan barang dan jasa yaitu dengan memanfaatkan teknologi informasi yang akuntabel dan transparan. EProcurement system merupakan pengadaan barang dan jasa elektronik yang memanfaatkan kemajuan teknologi informasi dan komunikasi untuk tercapainya pengadaan yang lebih good governance bersifat terbuka, transparan, efektif dan efisien. Beberapa peneliti telah melakukan pengukuran TRL (Technology Readiness Level) pada aplikasi E-Procurement dan berada pada level Medium Readiness Level yang artinya siap untuk diimplementasikan. PT XYZ memutuskan untuk mengimplementasikan E-Procurement pada tahun 2022 dan masih terdapat banyak hambatan dalam proses implementasinya. Utilisasi E-Procurement di PT XYZ masih sekitar 1-2% untuk proses pengadaan barang dan jasa selama implementasi tahun 2022-2023. Tujuan dari penelitian ini untuk menganalisis faktor-faktor yang mempengaruhi penerimaan sistem E-Procurement bagi penggunanya menggunakan pendekatan extended Technology Acceptance Model 3, sehingga dari hasil analisis tersebut bisa ditentukan langkah pengembangan sistem kedepan dan meningkatkan penggunanaan sistem E-Procurement pada proses pengadaan barang dan jasa. Tahap awal yaitu dengan menentukan model extended TAM 3 yang akan dilakukan pengujian dengan 11 Variabel dan 14 Hipotesis yang telah ditentukan, selanjutnya dilakukan pengambilan sampling dengan teknik non probability purposive sampling berjumlah 152 responden yang telah mengimplementasikan E-Procurement di PT XYZ. Data kuisioner dilakukan pengujian Outer Model dan Inner Model menggunakan aplikasi SMART PLS-3. Hasil penelitian dari 14 hipotesis penelitian terdapat 8 hipotesis diterima dan 6 hipotesis ditolak. Diketahui bahwa niat untuk menggunakan memiliki hubungan positif dan signifikan terhadap persepsi kebermanfaatan dan perilaku penggunan. Sementara persepsi kebermanfaatan memiliki hubungan positif dan signifikan terhadap persepsi kenyamanan, proses, dan persepsi kemudahan. Selanjutnya faktor persepsi kemudahan memiliki hubungan positif dan signifikan hanya terhadap faktor kegunaan. Sedangkan perilaku penggunaan memiliki hubungan positif dan signifikan terhadap persepsi kemudahan dan persepsi kebermanfaatan. Perusahaan harus memperbaiki aplikasi E-Procurement untuk tampilan yang lebih user friendly, evaluasi tahapan-tahapan tender sesuai kebutuhanya untuk komplek atau simpel tender, melakukan refreshment training berkala yang intensif melakukan internal kolaborasi baik interdepartmen maupun intradepartemen dalam tahap implementasi penggunaan

One way to prevent corruption in the goods and services procurement sector is by utilizing accountable and transparent information technology. The eProcurement system is an electronic procurement of goods and services that utilizes advances in information and communication technology to achieve procurement that has better governance that is open, transparent, effective and efficient. Several researchers have measured the TRL (Technology Readiness Level) on the E-Procurement application and it is at the Medium Readiness Level, which means it is ready to be implemented. PT XYZ decided to implement E-Procurement in 2022 and there are still many obstacles in the implementation process. E-Procurement utilization at PT XYZ is still around 1-2% for the goods and services procurement process during implementation in 2022-2023. The aim of this research is to analyze the factors that influence the acceptance of the E-Procurement system for its users using the extended Technology Acceptance Model 3 approach, so that from the results of this analysis steps can be determined for future system development and increasing the use of the E-Procurement system in the process of procuring goods and services . The initial stage is to determine the extended TAM 3 model which will be tested with 11 variables and 14 hypotheses that have been determined, then sampling is carried out using a non-probability purposive sampling technique totaling 152 respondents who have implemented E-Procurement at PT XYZ. Questionnaire data was tested for the Outer Model and Inner Model using the SMART PLS-3 application. The research results of 14 research hypotheses showed that 8 hypotheses were accepted and 6 hypotheses were rejected. It is known that intention to use has a positive and significant relationship to perceived usefulness and user behavior. Meanwhile, perceived usefulness has a positive and significant relationship with perceived comfort, process and perceived convenience. Furthermore, the perceived convenience factor has a positive and significant relationship only to the usability factor. Meanwhile, usage behavior has a positive and significant relationship to perceived convenience and perceived usefulness. Companies must improve the E-Procurement application for a more user friendly display, evaluate tender stages according to their needs for complex or simple tenders, carry out intensive periodic refreshment training, carry out internal collaboration both interdepartmental and intradepartmental in the implementation phase of use
