Abstract

Tempat Pemrosesan Akhir (TPA) Supit Urang adalah fasilitas pengelolaan sampah yang dioperasikan oleh Pemerintah Kota Malang. Pengelolaan sampah di Kota Malang kini difokuskan pada minimalisasi dan pemanfaatan sampah pada sumbernya. Namun efektivitas pendekatan ini terhambat oleh kurangnya kesadaran masyarakat mengenai daur ulang sampah. Kondisi umur TPA yang semakin pendek akibat bertambahnya jumlah timbulan sampah menjadi masalah bagi TPA Supit Urang. Tujuan dilakukan penelitian ini adalah guna mengevaluasi sistem pengelolaan sampah di TPA Supit Urang dan merekomendasikan skenario pengembangan terbaik untuk TPA di masa depan. Penelitian dilaksanakan di TPA Supit Urang Malang. Metode pengumpulan data timbulan dengan menggunakan jembatan timbang di TPA, sedangkan untuk komposisi menggunakan metode quartering. Sistem pengelolaan sampah di TPA Supit Urang menjalani evaluasi berdasarkan kriteria teknis dan lingkungan dengan menggunakan metode the Asian Regional Research Programme On Environmental Technology (ARRPET). Aspek finansial perencanaan skenario pengembangan sistem pengelolaan sampah di TPA dinilai dengan metode analisis biaya-manfaat (CBA). Analisis ini bertujuan untuk mengetahui nilai moneter dari biaya langsung dan tidak langsung, serta manfaat langsung dan tidak langsung mengenai sistem pengelolaan sampah di TPA Supit Urang. Hasil evaluasi metode ARRPET akan dijadikan rujukan untuk membuat skenario alternatif terbaik berdasarkan hasil metode analisis biaya manfaat (CBA) pada TPA Supit Urang Kota Malang. Kajian TPA yang dilakukan dengan metode ARRPET menghasilkan skor indeks risiko senilai 480,16 yang menunjukkan perlunya rehabilitasi cepat TPA menjadi TPA berkelanjutan. Pengusulan strategi rehabilitasi ini melibatkan pembangunan instalasi gas metan di TPA dan rehabilitasi lahan landfill dengan metode landfill mining. Berdasarkan kajian biaya manfaat menunjukan bahwa skenario terbaik adalah skenario C yaitu optimalisasi fasilitas sorting dan composting yang saat ini sudah dioperasikan di TPA Supit Urang. Peningkatan fasilitas sorting dan composting akan menghasilkan NPV sebesar Rp. - 48.101.227.317 dengan nilai BCR sebesar 1,01 pada tahun 2026.

The Supit Urang Final Processing Site (TPA) is a waste management facility operated by the Malang City Government. Waste management in Malang City is now focused on minimizing and utilizing waste at the source. However, the effectiveness of this approach is hampered by the lack of public awareness regarding waste recycling. The increasingly short life of landfills due to the increasing amount of waste generated is a problem for Supit Urang landfill. The aim of this research is to evaluate the waste management system at Supit Urang TPA and recommend the best development scenario for the TPA in the future. The research was carried out at Supit Urang Landfill, Malang. The generation data collection method uses a weighbridge at the landfill, while for composition the quartering method is used. The waste management system at the Supit Urang landfill underwent evaluation based on technical and environmental criteria using the Asian Regional Research Program On Environmental Technology (ARRPET) method. The financial aspects of scenario planning for developing a waste management system at the landfill are assessed using the cost-benefit analysis (CBA) method. This analysis aims to determine the monetary value of direct and indirect costs, as well as direct and indirect benefits regarding the waste management system at Supit Urang TPA. The results of the ARRPET method evaluation will be used as a reference for creating the best alternative scenario based on the results of the cost-benefit analysis (CBA) method at the Supit Urang TPA, Malang City. The TPA study conducted using the ARRPET method resulted in a risk index score of 480.16 which indicates the need for rapid rehabilitation of landfill into sustainable landfill. The proposed rehabilitation strategy involves the construction of methane gas installations in landfills and landfill rehabilitation using landfill mining methods. Based on the cost benefit study, it shows that the best scenario is scenario C, namely the optimization of sorting and composting facilities that are currently operated at the Supit Urang landfill. The increase in sorting and composting facilities will result in an NPV of Rp. - 48.101.227.317 with a BCR value of 1.01 in 2026.
