Abstract

Evaluasi kondisi perkerasan merupakan aspek terpenting dalam menentukan pemeliharaan jalan guna menjaga kualitas fungsional dan struktural jalan. Pada penelitian ini evaluasi perkerasan jalan dilakukan di ruas jalan Surabaya – Mojokerto KM 33+800 – KM 38+400 dan KM 41+800 – 44+200 sepanjang 7 km karena ruas jalan tersebut termasuk jalan nasional penghubung kota Surabaya dengan kota Mojokerto yang dilewati berbagai jenis kendaraan. Pada ruas jalan tersebut terdapat beberapa kerusakan seperti retak, alur, pelepasan butir di beberapa titik, serta berakibat terjadinya beberapa kecelakaan lalu – lintas. Penelitian ini bertujuan untuk mengetahui kondisi eksisting ruas jalan Surabaya – Mojokerto, menentukan tingkat kondisi perkerasan menggunakan metode Pavement Condition Index (PCI) dan urutan prioritas menggunakan metode Bina Marga serta merencanakan langkah pemeliharaan perkerasan lentur dengan Rencana Anggaran Biaya (RAB) pada ruas jalan tersebut. Metode Pavement Condition Index (PCI) memiliki rentang nilai 0 hingga 100 dihitung berdasarkan hasil survei visual yang teridentifikasi dari tipe dan tingkat kerusakannya. Metode Bina Marga dengan menghitung Urutan Prioritas (UP) kondisi jalan yang merupakan fungsi kelas LHR dan nilai kondisi jalannya. Pengambilan data primer dilakukan dengan survei visual di lapangan dan data sekunder diperoleh dari instansi terkait. Hasil dari penelitian ini didapatkan jenis kerusakan yang dominan adalah retak buaya (30,45%) dan pelepasan butir (28,27%). Nilai PCI didapatkan 74,44 masuk dalam kategori “Satisfactory” dan nilai Urutan Prioritas Bina Marga 6, dengan menggunakan kedua metode tersebut dihasilkan program pemeliharaan berkala. Rekomendasi perbaikan yang dilakukan adalah dengan perbaikan setempat P2, P3, P4, P5 & P6 serta perbaikan overlay di beberapa STA dengan ketebalan yang berbeda pada masing – masing STA. Estimasi biaya perbaikan ruas jalan pada penelitian ini sebesar Rp 5.383.528.700 (Lima miliar tiga ratus delapan puluh tiga juta lima ratus dua puluh delapan ribu tujuh ratus rupiah)

Evaluation of pavement conditions is the most important aspect in determining road maintenance in order to maintain the functional and structural quality of the road. In this research, road pavement evaluation was carried out on the Surabaya – Mojokerto road sections KM 33+800 – KM 38+400 and KM 41+800 – 44+200 for 7 km because these road sections include the national road connecting the city of Surabaya with the city of Mojokerto which passes through various transportation type. On this section of road there was some damage, such as cracks, grooves, grain release at several points, and this resulted in several traffic accidents. This research aims to determine the existing condition of the Surabaya - Mojokerto road section, determine the level of pavement condition using the Pavement Condition Index (PCI) method and the order of priority using the Bina Marga method and plan flexible pavement maintenance steps with a Cost Budget Plan (RAB) for the road section. The Pavement Condition Index (PCI) method has a value range of 0 to 100, calculated based on the results of a visual survey that identifies the type and level of damage. Bina Marga method by calculating the Priority Order (UP) of road conditions which is a function of the LHR class and the value of the road condition. Primary data collection was carried out by visual survey in the field and secondary data was obtained from related agencies. The results of this research showed that the dominant types of damage were crocodile cracks (30.45%) and grain release (28.27%). The PCI value obtained was 74.44 in the "Satisfactory" category and the Highway Priority Order value was 6, using these two methods a periodic maintenance program was produced. Recommendations for repairs to be carried out are local repairs to P2, P3, P4, P5 & P6 as well as overlay repairs on several STAs with different thicknesses for each STA. The estimated cost of repairing roads in this study is IDR 5,383,528,700 (Five billion three hundred eighty three million five hundred twenty eight thousand seven hundred rupiah)
