Abstract

Proyek konstruksi adalah industri dengan berbagai tingkat kerumitan bersifat dinamis, memiliki risiko yang dapat berdampak pada tujuannya. Perusahaan konstruksi seringkali mengalami kerugian yang signifikan karena manajer proyek tidak menerapkan monitoring dan pengendalian risiko dalam proyek konstruksi. Jika praktik manajemen risiko tidak diterapkan dengan tepat, maka kemungkinan pembengkakan biaya dapat mencapai lebih dari 80%. Monitoring dan pengendalian risiko adalah salah satu proses penting dalam manajemen risiko, akan tetapi belum diterapkan secara memadai dalam proyek konstruksi. Penelitian ini bertujuan menganalisis faktor penghambat dan faktor pendukung utama penerapan monitoring dan pengendalian risiko pada proyek konstruksi serta menganalisis tindakan perbaikan berdasarkan faktor penghambat dan faktor pendukung. Metode survei dengan cara kuesioner diaplikasikan untuk mengukur persepsi responden menggunakan skala Likert. Survei kuesioner dilakukan pada 71 responden, diantaranya adalah top management, manajer proyek, manajer risiko atau manajer teknik proyek, dan risk officer. Data diolah dengan menggunakan analisis deskriptif dan analisis faktor. Dari hasil analisis diperoleh faktor penghambat utama yaitu kurangnya praktik; kurangnya kesadaran risiko; tidak ada insentif dan kesulitan menemukan metode; serta pemahaman yang keliru tentang monitoring dan pengendalian risiko. Faktor pendukung utama yaitu dukungan manajemen puncak; alat bantu dan teknologi informasi; struktur organisasi dan komunikasi; lingkungan eksternal; serta tanggung jawab dan cadangan kontijensi. Tindakan perbaikan yaitu menerapkan praktik monitoring dan pengendalian risiko secara konsisten dan terintegrasi dengan teknologi informasi serta menumbuhkan kesadaran risiko melalui program pembelajaran dan meningkatkan pengalaman.

Construction projects, known for their varying complexities and dynamic nature, are prone to risks that significantly impact their objectives. Unfortunately, many construction companies face substantial losses due to inadequate monitoring and controlling of risks in their projects. If proper risk management practices are not employed, the likelihood of cost overruns can reach more than 80%. Risk monitoring and control are important processes in risk management; however, their implementation is inadequate in construction projects. This research aimed to analyze the main factors that barrier and driver for implementing risk monitoring and control in construction projects as well as analyzing corrective actions based on barrier and driver factors. A questionnaire survey was conducted, measuring respondents' perceptions using a Likert scale. A questionnaire survey was conducted on 71 respondents, including: top management, project managers, project risk managers, and risk officers. This study employs descriptive analysis and factor analysis to achieve the objectives. The results of the analysis indicate that the identified barrier variables were categorized into four main factors: lack of practice; lack of risk awareness; no incentives and having difficulty finding a method; misperceptions about risk monitoring and control. The identified driver variables were categorized into five main factors: management support; tools and information technology; organizational structure and communication; external environment; as well as assigning responsibility and contingency reserve. Actions to improve implementation include consistently practicing, and integrating with information technology, as well as enhancing risk awareness through learning programs and increasing experience.
