Abstract

Peningkatan jumlah limbah medis sejalan dengan peningkatan kinerja dan kepatuhan pengelolaan limbah medis terhadap regulasi pemerintah. Rumah sakit memiliki tantangan lain dalampengelolaan limbah medis dengan adanya biaya pengolahan yang semakin tinggi dan berdampak langsung pada aspek finansial. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk mengevaluasi pengelolaan limbah medis dengan melakukan perbandingan terhadap tingkat kepatuhan rumah sakit terhadap regulasi dan aspek teknis, mengkaji timbulan limbah medis dan mengkaji aspek finansial pengelolaan limbah medis daur ulang. Metode penelitian ini dilakukan dengan cara observasi terstruktur untuk mengumpulkan informasi dan fakta di lapangan sehingga deskripsi yang sistematis dapat tercapai. Pengambilan data primer dilakukan dengan cara sampling pada timbulan limbah. Hasil dari penelitian ini Rumah Sakit X Kota Surabaya sudah memenuhi peraturan perundangan Kementerian Lingkungan Hidup dan Kehutanan Nomor 56 Tahun 2015 tentang Tata Cara dan Persyaratan Teknis Pengelolaan Limbah Bahan Berbahaya dan Beracun dari Fasilitas Pelayanan Kesehatan dalam hal pengelolaan limbah medis padatnya, kecuali kegiatan pengumpulan. Rata-rata timbulan limbah di ruang rawat inap sebesar 88,20 Kg/hari dan laju timbulan limbah rawat inap sebesar 1,15 Kg/hari/pasien dan untuk pasien rawat jalan sebesar 0,05 Kg/hari/pasien. Komposisi limbah daur ulang sebesar 18,94%, limbah infeksius sebesar 57,50 %, limbah bekas kemasan farmasi (B3) 10,90 %, Limbah sitotoksik 0,06 % dan limbah benda tajam 1,25%. Analisis finansial yang dihasilkan dari kegiatan daur ulang pada kemasan bekas B3, spuit bekas, botol infus non infeksius, dan bekas kemasan cairan hemodialisis didapatkan nilai NPV > 0 dan Nilai BCR = 1,98 > 1, maka investasi ini layak ekonomi (feasible) dan rencana investasi direkomendasikan untuk diterapkan

The increase in the amount of medical waste is in line with increased performance and compliance of medical waste management with government regulations. Hospitals have other challenges in managing medical waste with increasingly high processing costs which have a direct impact on financial aspects. Based on these problems, this research aims to evaluate medical waste management by comparing the level of hospital compliance with regulations and technical aspects, examining the generation of medical waste and examining the financial aspects of recycling medical waste management. This research method is carried out by means of structured observation to collect information and facts in the field so that a systematic description can be achieved. Primary data collection was carried out by sampling waste generation. The results of this research is that Hospital The average waste generation rate in inpatient rooms is 88.20 Kg/day and the waste generation rate for inpatients is 1.15 Kg/day/patient and for outpatients it is 0.05 Kg/day/patient. The composition of recycled waste is 18.94%, infectious waste is 57.50%, used pharmaceutical packaging waste (B3) is 10.90%, cytotoxic waste is 0.06% and sharps waste is 1.25%. Financial analysis resulting from recycling activities on used B3 packaging, used syringes, non-infectious infusion bottles, and used hemodialysis fluid packaging shows that the NPV value is > 0 and the BCR value = 1.98 > 1, so this investment is economically feasible and investment plan is recommended to be implemented
