Abstract

Jenis kontrak proyek konstruksi Engineering, Procurement, Construction (EPC) sedang berkembang saat ini di Indonesia. Kesuksesan pekerjaan proyek EPC dari segi durasi dan biaya sangat dipengaruhi oleh kesinambungan antar proses pekerjaan. Salah satu proses utama pekerjaan proyek EPC adalah proses procurement, sehingga penting dilakukan manajemen risiko untuk memitigasi potensi dampak keterlambatan waktu pekerjaan procurement. Kontraktor praktisi proyek EPC menggunakan e-Procurement sebagai salah satu tools mitigasi risiko proses pengadaan proyek konstruksi, dimana dalam aplikasinya selain memberikan dampak positif terdapat risiko residual yang perlu diidentifikasi kembali. Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menganalisis risiko dalam pekerjaan proses e-Procurement internal kontraktor, mencari akar masalah penyebab terjadinya risiko kritis yang dapat menyebabkan keterlambatan penyelesaian proses e-Procurement serta mengusulkan langkah mitigasi risiko. Pengumpulan data penelitian menggunakan metode Focus Group Discussion (FGD) dan pengisian kuisioner dengan 38 responden praktisi level managerial pada 5 (lima) instansi Badan Usaha Milik Negara (BUMN) konstruksi di Indonesia. Hasil penelitian menunjukkan terdapat 116 risiko dalam 22 tahap proses e-Procurement, dimana 3 (tiga) risiko diantaranya ditentukan sebagai risiko kritis berdasarkan nilai Risk Priority Number (RPN) dengan risiko keterlambatan dokumen material requisition dari tim engineering menjadi risiko kritis dengan nilai RPN tertinggi. Analisis Fault Tree Analysis menunjukkan risiko ini disebabkan oleh beberapa risiko seperti kesalahan perhitungan, kesalahan alokasi manpower serta keterlambatan dalam pembayaran progress. Mitigasi risiko terbaik yang diusulkan adalah menyiapkan tim in-house engineering untuk membantu proses perhitungan karena dapat memitigasi terjadinya 2 risiko kritis dengan meminimalisir probabilitas terjadinya 3 basic event. Mitigasi risiko dapat mengurangi probabilitas terjadinya risiko kritis namun dapat menimbulkan risiko residual seperti miskomunikasi antara tim engineering in-house dengan tim project yang perlu dilakukan manajemen risiko untuk menentukan response yang tepat.

Engineering, Procurement, Construction (EPC) contract is seeing a rise in Indonesia. The cost and duration of EPC project are heavily affected by the continuity and relation between work process. One of the major processes of EPC project is procurement process, which makes it important to mitigate risk of work delay by doing risk management. Indonesian government and EPC project practitioner implement e-Procurement as tools to mitigate risk in procurement process of construction project, which in its implementation give positive but also leaves residual and additional risk that need to be identified further. The purpose of this research is to identify and analyse risk in e-Procurement process, and to identify the root cause of critical risks. Collection of data are done by Focus Group Discussion (FGD) and survey by filling questionnaire with 41 e-Procurement practitioners from 5 (five) construction state-owned enterprise (BUMN). There are 116 risks identified from 22 steps of the researched e-Procurement process which 3 are determined as critical risk based on Risk Priority Number analysis with delay of material requisition document from engineering team as the highest RPN risk. The Fault Tree Analysis identify that the critical risk is caused by several risk such as miscalculation, misallocation of manpower and payment issues. The proposed best risk mitigation that can be done is preparing in-house engineering team to support the calculation process and reviewing the calculation method periodically because both can minimize the probability of 3 basic event therefore mitigate 2 critical risk which is delay of material requisition and overbudget. Risk mitigation can reduce the probability of the critical risk but also cause residual risk such as operational cost increased over allocated budget or miscommunication between in-house engineering team and project’s team. Those residual risk are to be assessed further to determine the proper response.
