Abstract

Z Flowstation memiliki kontribusi produksi sebesar 10% dari total lifting minyak dan gas PT. XYZ. Selama periode Januari 2021 hingga Oktober 2022 data produksi menunjukan bahwa Z Flowstation mengalami kerugian produksi sebesar 139.653 barrels dengan prosentase sebesar 30% disebabkan oleh kondisi sumur ESP yang mengalami low performance akibat fenomena “gas lock”. Tim produksi sepakat untuk melakukan pengembangan suatu sistem kendali jarak jauh yang dikenal dengan Wells Monitoring and Control System atau “Wellmon” untuk mengoperasikan sumur minyak dan gas secara otomatis sehingga permasalahan gas lock dapat di minimalisir. Wellmon dirancang sebagai sistem kendali jarak jauh terintegrasi berbasis SCADA yang dapat melakukan intervensi secara real-time untuk melakukan tindakan cepat dan tepat sesuai kebutuhan dalam pengambilan keputusan penting dan strategis terkait optimasi operasi produksi. Manajemen risiko yang sistematis dan terstandarisasi sangat diperlukan dalam proyek ini guna dapat mencegah potensi permasalahan yang serius pada tahap implementasi serta dapat memberikan sebuah standar yang jelas terkait tolak ukur keberhasilan pada proyek ini. Tujuan utama dari penelitian ini adalah melakukan manajemen risiko berbasis ISO 31000:2018 dimulai dengan identifikasi risiko, analisis risiko, menemukan risiko potensial, penyusunan langkah mitigasi risiko serta melakukan analisa cost benefit analysis. Manajemen risiko diolah dengan menggunakan metode House of Risk (HOR) berbasis Failure Mode and Effect Analysis untuk mendapatkan nilai Aggregate Risk Potensial (ARP), berdasarkan bobot severity, occurrence serta relevansi dari masing-masing kejadian risiko dengan penyebab risiko. Dalam HOR tahap 1 melalui FGD serta kuisoner yang melibatkan expertise diperoleh 56 risk event serta risk agent. Dengan metode Pareto serta interview dengan risk owner diperoleh 10 risk agent prioritas. Pada HOR tahap 2, teridentifikasi 14 tindakan preventive action (PA) yang dapat dilakukan untuk mencegah kemunculan risk agent prioritas. Penentuan prioritas PA melalui pembobotan berdasarkan korelasi dan tingkat kesulitan dari interview dengan risk owner. Hasil akhir menggunakan metode CBA, didapatkan setiap 14 PA rekomendasi layak untuk dilaksanakan dengan nilai rasio akhir 14,09%.

Z Flowstation has contribute of 10% of PT XYZ total oil and gas production lifting. During the period January 2021 to October 2022 production data shows that Z Flowstation experienced a production loss of 139,653 barrels with a percentage of 30% due to condition of ESP well experienced low performance due to the "gas lock" phenomenon. The production team agreed to develop a remote-control system known as the Wells Monitoring and Control System or "Wellmon" to operate oil and gas wells automatically so the gas lock problems can be minimized. Wellmon is designed as a SCADA-based integrated remote-control system that can perform real time intervention to take fast and precise actions as needed in making important decisions and strategies related production operations optimization. Systematic and standardized risk management is very necessary in this project in order to prevent potential serious problems in the implementation stage and also to provide a clear standard regarding success story in this project. The main objective of this research is to carry out risk management based on ISO 31000:2018 starting with risk identification, risk analysis, finding potential risks, developing risk mitigation steps and conduct of cost benefit analysis. Risk management is processed using the House of Risk (HOR) method based on Failure Mode and Effect Analysis to obtain the Aggregate Risk Potential (ARP) value, based on the weight of severity, occurrence and relevance of each risk agent against risk event. In HOR stage 1 through FGD and questionnaires involving expertise obtained 56 risk events and risk agents. Using the Pareto method and interviews with risk owners, 10 priority risk agents were decided. In HOR stage 2, 14 preventive actions (PA) were identified that could be taken to prevent the emergence of risk agents priority. Obtained PA priorities through weighting based on correlation value and level of difficulty from interviews with risk owners. The final results using the CBA method, obtained that each 14 of PA recommendations are feasible to be implemented with final ratio value of 14,09%.
