Abstract

Prospek industri halal yang terus tumbuh dari tahun ke tahun, hal ini selaras dengan pertumbuhan jumlah penduduk muslim setiap tahunnya. Kehalalan produk kini bukan hanya sekadar preferensi, melainkan suatu kebutuhan esensial bagi konsumen, terutama konsumen Muslim. Mulai dari produk makanan dan minuman, fashion, wisata, obat-obatan, kosmetik, media dan lain-lain. Salah satu industri halal yang saat ini sedang berkembang adalah sektor halal food, yang ditekankan oleh pemerintah sebagai salah satu prioritas utama. Hal ini dibuktikan dengan pemberian sertifikat halal kepada seluruh industri makanan dan minuman untuk mencapai keseluruhan tujuan dalam halal food melalui Peraturan Menteri Agama Nomor 26 Tahun 2019. Penelitian ini fokus pada Halal Industrial Park Sidoarjo (HIPS) sebagai Kawasan Industri Halal di Jawa Timur. Tujuannya adalah melihat aglomerasi industri halal di wilayah Jawa Timur dengan menggunakan model ekonometrika dan metode Analytic Network Process (ANP) melalui empat kelompok ahli, yaitu praktisi, pemerintah, akademisi, dan asosiasi. Hasil penelitian menunjukkan adanya aglomerasi industri dengan jenis localization dan urbanization economies. Hambatan utama adalah kurangnya fasilitas penelitian dan pengembangan, yang dapat membatasi inovasi dalam produk halal. Solusi yang dominan adalah mengembangkan pusat inovasi khusus untuk produk halal dalam Kawasan Industri Halal, dengan meningkatkan riset dan inovasi melalui infrastruktur pendukung. Solusi strategis dalam mengatasi hambatan tersebut ialah meningkatkan halal brand dan daya saing dengan produk industri konvensional. Pendekatan ini menggambarkan bahwa pengembangan aglomerasi industri halal dapat dicapai melalui dorongan inovasi pada produk halal yang dihasilkan oleh perusahaan-perusahaan di dalam kawasan, sehingga mampu bersaing secara lebih efektif.

The prospect of the halal industry continues to grow from year to year, this is in line with the growth of the Muslim population every year. Product halalness is now not just a preference, but an essential need for consumers, especially Muslim consumers. Starting from food and beverage products, fashion, travel, medicine, cosmetics, media and others. One of the halal industries that is currently developing is the halal food sector, which is emphasized by the government as one of the top priorities. This is evidenced by the granting of halal certificates to the entire food and beverage industry to achieve overall goals in halal food through the Minister of Religion Regulation Number 26 of 2019. This research focuses on the Halal Industrial Park Sidoarjo (HIPS) as a Halal Industrial Zone in East Java. The aim is to see the agglomeration of the halal industry in the East Java region using econometric models and the Analytic Network Process (ANP) method through four groups of experts, namely practitioners, government, academics, and associations. The results showed the existence of industrial agglomeration with localization and urbanization economies. The main obstacle is the lack of research and development facilities, which can limit innovation in halal products. The dominant solution is to develop a special innovation center for halal products in the Halal Industrial Zone, by increasing research and innovation through supporting infrastructure. The strategic solution in overcoming these obstacles is to improve the halal brand and competitiveness with conventional industrial products. This approach illustrates that the development of halal industrial agglomeration can be achieved through encouraging innovation in halal products produced by companies in the region, so that they can compete more effectively
