Abstract
Penelitian ini menyelidiki kelayakan untuk memanfaatkan lahan terlantar akibat konflik lahan yang persisten di DKI Jakarta untuk mendirikan fasilitas umum sementara. Dengan menggunakan metodologi analisis kualitatif deskriptif dan konten, penelitian ini mengeksplorasi dimensi hukum dan karakter konflik lahan untuk menilai potensi pemanfaatan lahan terlantar tersebut. Responden, termasuk pejabat pemerintah, penilai tanah, dan ahli hukum, secara bersama-sama menekankan manfaat signifikan, seperti peningkatan kesejahteraan masyarakat, transportasi, dan kesehatan, yang dapat timbul dari pemanfaatan kembali lahan tersebut. Meskipun dihadapkan pada tantangan seperti regulasi yang beragam dan masalah sertifikasi tanah, penelitian ini menegaskan kemungkinan keberhasilan melalui regulasi yang jelas, perencanaan strategis, dan kolaborasi dengan pemerintah lokal. Fasilitas yang diidentifikasi, termasuk ruang hijau, sistem air, fasilitas kesehatan, infrastruktur transportasi, dan fasilitas masyarakat, sejalan dengan tujuan pengembangan regional yang lebih luas. Rekomendasi melibatkan pendekatan yang komprehensif dan kolaboratif, melibatkan berbagai pemangku kepentingan dalam perencanaan strategis dan pelaksanaan infrastruktur umum sementara di lahan terlantar, memastikan keselarasan dengan kerangka regulasi untuk pembangunan yang berkelanjutan. Manfaat ekonomi potensial bagi pemilik lahan, seperti peningkatan nilai properti dan insentif potensial yang ditentukan oleh kebijakan pemerintah, lebih lanjut menyoroti implikasi positif dari memanfaatkan kembali lahan terlantar untuk penggunaan publik. Secara keseluruhan, penelitian ini memberikan wawasan untuk menginformasikan strategi pengembangan perkotaan, keputusan kebijakan, dan inisiatif keterlibatan masyarakat, mengatasi kebutuhan akan fasilitas umum sementara di DKI Jakarta.

This study investigates the feasibility of repurposing abandoned land resulting from persistent land conflicts in DKI Jakarta for the establishment of temporary public facilities. Employing a descriptive qualitative and content analysis methodology, the research explores legal, and character dimensions of land conflicts to assess the potentiality of utilizing abandoned lands. Respondents, including government officials, land surveyors, and legal experts, collectively emphasize the significant benefits, such as improved community well-being, transportation, and health, that could arise from repurposing these lands. Despite challenges like diverse regulations and land certification issues, the study underscores the possibility of success through clear regulations, strategic planning, and collaboration with local governments. The identified facilities, including green spaces, water systems, healthcare facilities, transportation infrastructure, and community facilities, align with broader regional development goals. Recommendations include a comprehensive and collaborative approach, involving various stakeholders in the strategic planning and execution of temporary public infrastructure on abandoned land, ensuring alignment with regulatory frameworks for sustainable development. The potential economic benefits for landowners, such as increased property value and potential incentives determined by government policies, further highlight the positive implications of repurposing abandoned land for public use. Overall, this research contributes insights to inform urban development strategies, policy decisions, and community engagement initiatives, addressing the need for temporary public facilities in DKI Jakarta.
