Abstract

PT GUF dengan pengalaman puluhan tahun terlibat dalam proyek-proyek anjungan migas lepas pantai dengan tipe fixed platform. Meskipun setiap proyek telah terdapat Work Breakdown Structure (WBS) dan Organization Breakdown Structure (OBS), namun belum dilengkapi dengan sistem monitoring yang berfungsi untuk memfasilitasi pemantauan dan pengendalian proyek secara efektif. Oleh karena itu, tujuan penelitian ini yaitu mengidentifikasi kualitas proyek sesuai kebutuhan konsumen yang mempertimbangkan aspek teknis dan bukan teknis dengan menggunakan pendekatan salah satu tahap Quality Function Deployment yakni House of Quality (HoQ), serta merancang sistem monitoring terintegrasi dengan pendekatan Design Thinking. Hasil identifikasi kebutuhan konsumen dalam HoQ didapatkan melalui fase empathize terhadap 13 narasumber dari tim proyek. Pembobotan kepentingan dilakukan pada fase define yang menghasilkan 14 kebutuhan konsumen yang terbobotkan. Monitoring aktual biaya terhadap rencana biaya diidentifikasi sebagai kebutuhan yang paling penting oleh konsumen, dengan nilai sebesar 9,30%. Karakteristik teknis terhadap kebutuhan konsumen dalam HoQ diperoleh melalui tahap ideate dimana menghasilkan 12 karakteristik teknis yang terbobotkan. Kurva S Progress diidentifikasi sebagai karakteristik teknis paling penting oleh konsumen dalam Sistem Integrasi Monitoring Proyek ini, dengan nilai 287,55 poin. Karakteristik teknis ini selanjutnya menjadi dasar dalam desain prototype Sistem Integrasi Monitoring Proyek dan di sistem ini database ditransformasikan kedalam Power BI. Validasi dilakukan melalui kuesioner dengan hasil 81,3% narasumber menyatakan sangat puas terhadap prototype tersebut.

PT GUF, with decades of experience in offshore oil and gas platform projects, particularly those involving fixed platforms, has been actively engaged in numerous endeavors. Despite the presence of Work Breakdown Structure (WBS) and Organization Breakdown Structure (OBS) in each project, a functional monitoring system facilitating effective project surveillance and control has not been implemented. Therefore, the objective of this research is to identify project quality in alignment with consumer needs, considering both technical and non-technical aspects. This is achieved through the utilization of the Quality Function Deployment (QFD) approach, specifically the House of Quality (HoQ) stage, and the design of an integrated monitoring system employing the Design Thinking approach. The identification of consumer needs in the HoQ is carried out through the empathize phase involving 13 project team members. Prioritization is performed during the define phase, resulting in 14 weighted consumer needs. Actual cost monitoring against planned costs is identified as the most crucial consumer need, with a significance of 9.30%. Technical characteristics addressing consumer needs in the HoQ are obtained during the ideate phase, generating 12 weighted technical characteristics. The S Progress Curve is identified as the most critical technical characteristic by consumers in this Project Monitoring Integration System, with a value of 287.55 points. These technical characteristics then serve as the foundation in designing the prototype of the Project Monitoring Integration System, and in this system, the database is transformed into Power BI. Validation is conducted through a questionnaire, with the results indicating that 81.3% of respondents express high satisfaction with the prototype.
