Abstract

Indonesia merupakan salah satu negara yang cukup andil dalam mengekspor atau mengimpor barang dari luar. Salah satunya barang yang diimpor oleh Indonesia yaitu kertas bekas yang mana akan digunakan untuk bahan baku pembuatan kertas baru sehingga bisa dijual dan dipakai. Tetapi hal ini sejatinya apabila dilakukan secara terus menerus akan berpotensi merugikan suatu negara diakibatkan pajak impor yang ditetapkan sangat tinggi hingga membuat biaya/unit nya semakin tinggi. Indonesia setiap tahunnya menghasilkan produksi sampah sebesar 67,8 juta ton yang dimana terdapat komposisi sampah kertas bekas sebanyak 8,1 juta ton. Dalam hal ini apabila indonesia memanfaatkan seutuhnya sampah kertas bekas bisa menghasilkan potensi biaya yang lebih murah dari sisi pengadaan,logistik serta dalam hal ini indonesia juga turut serta dalam mendukung program pemerintahan yaitu circular economy dimana barang yang telah digunakan dapat diolah kembali dan indonesia tidak selalu bergantung kepada bahan baku kayu dalam pembuatan kertas. Dalam hal ini dibutuhkannya model analisis reverse logistic yang baik dalam menghubungkan sampah kertas bekas tadi kembali ke pabrik pengolahan selain itu diharapkan dengan menetapkan analisis reverse logistic ini dapat mengurangi biaya logistik sampah kertas bekas. Dalam hal ini berdasarkan penelitian yang telah dilakukan didapat biaya unit minimum dari skenario 1 sebesar Rp3.895.699,74/Ton dimana lebih murah dari biaya unit impor kertas bekas pada tahun 2022 sebesar Rp30.717.099/Ton.

Indonesia is one of the countries significantly involved in exporting or importing goods from abroad. One of the items imported by Indonesia is recycled paper, which is used as raw material to produce newpaper that can be sold and used. However, this practice, if done continuously, has the potential to harm a country due to the high import taxes imposed, leading to an increase in the cost per unit. Indonesia produces a total of 67.8 million tons of waste annually, with 8.1 million tons of that being composed of recycled paper. Utilizing recycled paper waste fully has the potential to generate lower costs in terms of procurement, logistics, and, in this case, supports the government's Circular Economy program, where used goods can be processed again. Indonesia would not solely rely on wood as a raw material for paper production. In this context, an effective reverse logistics analysis model is needed to connect the recycled paper waste back to processing plants. Moreover, it is expected that by implementing this reverse logistics analysis, the logistical costs of recycled paper waste can be reduced. In this case, based on the conducted research, the minimum unit cost obtained from scenario 1 is Rp3.895.699,74 per ton, which is cheaper than the unit cost of importing used paper in 2022, amounting to Rp30,717,099 per ton.
