Abstract

Pengembangan kompetensi terhadap peningkatan kinerja pegawai menjadi sasaran utama terhadap proses pembelajaran untuk menyelesaikan permasalahan strategis pembelajaran yang ada. Melalui pendekatan program belajar organisasi yang sistematis dan menyeluruh, dapat mendukung percepatan pencapaian Visi dan Misi Kementerian Agraria Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) dalam kerangka proses belajar berkelanjutan. ATR/BPN Corporate University (CorpU) merupakan wadah untuk memfasilitasi pengembangan kompetensi pegawai yang terintegrasi dan terpadu. Didukung teknologi yang berkembang pesat, lembaga pelatihan harus bisa beradaptasi dengan lingkungan, salah satunya dapat dilakukan dengan meningkatkan performa sistem pembelajaran pelatihan pegawai berbasis e-learning berbasis situs web menggunakan Learning Management System (LMS). Sejak pengembangan LMS ATR/BPN CorpU dari tahun 2020 hingga Desember 2023, terdapat 952 program pelatihan yang telah dibuat. Ditemukan beberapa permasalahan yang dirasakan oleh peserta pelatihan seperti tidak tertariknya dalam membuka platform pembelajaran LMS ATR/BPN CorpU, kurangnya motivasi untuk mengikuti kegiatan pelatihan secara self-learning, dan kurang terfasilitasi terhadap pencapaian pembelajaran pada peserta pelatihan. Pendekatan yang akan dilakukan menggunakan metode Design Thinking dengan 5 tahapan yaitu empathize, define, ideate, prototype dan test. Penelitian ini diharapkan menghasilkan rekomendasi pengalaman pengguna pada pengembangan website LMS ATR/BPN CorpU yang mudah digunakan bagi peserta pelatihan dalam meningkatkan kepuasan peserta pelatihan, sehingga dapat motivasi untuk belajar dan mengikuti pelatihan ataupun kegiatan yang diselenggarakan pada Lingkungan Kementerian ATR/BPN. Penelitian ini menghasilkan satu iterasi dengan prototipe yang dinilai cukup realistis, dan proses design thinking yang diterapkan menghasilkan sistem yang optimal bagi pengguna. Rekomendasi pengembangan yang dihasilkan untuk LMS ATR/BPN CorpU dinilai memudahkan dan meningkatkan motivasi belajar terhadap peserta pelatihan.

Competency development to improve employee performance is the main target of the learning process to resolve existing strategic learning problems. Through a systematic and comprehensive organizational learning program approach, it can support the acceleration of achieving the Vision and Mission of the Ministry of Agrarian Spatial Planning/National Land Agency (ATR/BPN) within the framework of a continuous learning process. ATR/BPN Corporate University (CorpU) is a forum for facilitating integrated and integrated employee competency development. Supported by rapidly developing technology, training institutions must be able to adapt to the environment, one of which can be done by improving the performance of the website-based e-learning employee training system using a Learning Management System (LMS). Since the development of the ATR/BPN CorpU LMS from 2020 to December 2023, 952 training programs have been created. Several problems were found by training participants, such as not being interested in opening the ATR/BPN CorpU LMS learning platform, lack of motivation to take part in self-learning training activities, and lack of facilitation for training participants' learning achievement. The approach that will be taken uses the Design Thinking method with 5 stages, namely empathize, define, ideate, prototype and test. This research is expected to produce recommendations for user experience in developing the ATR/BPN CorpU LMS website that is easy to use for training participants in increasing training participant satisfaction, so that they can be motivated to learn and take part in training or activities held within the Ministry of ATR/BPN. This research resulted in one iteration with a prototype that was considered quite realistic, and the design thinking process applied produced an optimal system for users. The resulting development recommendations for the ATR/BPN CorpU LMS are considered to facilitate and increase learning motivation for training participants.
