Abstract

Sejak tahun 2017 sampai dengan tahun 2023 Badiklat PKN BPK-RI telah mengimplementasikan Model Evaluasi empat level Kirckpatrik pada penyelenggaraan diklat, namun hanya dilakukan pada Level-1 dan Level-2 karena sederhana, mudah, dan hasilnya dapat segera diketahui pada akhir diklat. Sedangkan evaluasi Level-3, dan Level-4 belum dilakukan karena dianggap sulit, serta membutuhkan sumber daya besar. Kondisi ini membuat Badiklat belum memiliki informasi komprehensif tentang efektivitas diklat secara lengkap yang diperlukan untuk memperbaiki, memberi nilai tambah, dan juga mengukur dampak diklat pada kinerja organisasi. Penelitian ini dilakukan untuk mengidentifikasi, dan menganalisis hubungan serta pengaruh variabel-variabel penyelenggaraan Diklat Pemeriksaan Infrastruktur Pekerjaan Umum, terhadap Model Evaluasi Empat Level Kirkpatrick, dalam rangka merencanakan evaluasi secara lengkap. Hipotesis dibangun berdasarkan kerangka teoritis dan analitis yang diperoleh dari studi literatur, penelitian sebelumnya, diskusi dengan manajemen Badiklat PKN, serta para pemangku kepentingan. Untuk menguji hipotesis, dilakukan pengumpulan data primer melalui kuesioner survey menggunakan Skala Likert, yang kemudian diolah dengan bantuan pemodelan statistika Partial Least Square Structural Equation Modeling (PLS-SEM). Hasil penelitian dengan sampel 169 responden menunjukkan bahwa variabel eksogen yang berpengaruh signifikan terhadap Level-1 Reaction adalah Narasumber, Materi Diklat, Sarana dan Prasarana, serta Metode Pembelajaran. Variabel eksogen yang memiliki pengaruh signifikan terhadap Level-2 Learning adalah Analisis Kebutuhan Diklat, Kurikulum, dan variabel laten endogen Level-1 Reaction. Variabel laten endogen Level-2 Learning memiliki hubungan langsung dan pengaruh terhadap variabel laten endogen Level-3 Behaviour, serta variabel laten endogen Level-3 Behaviour memiliki hubungan langsung dan pengaruh terhadap variabel laten endogen Level-4 Result.

From 2017 to 2023, the BPK-RI Education and Training Agency (Badiklat PKN) has implemented the four-level Kirckpatrik Evaluation Model for the training activities, but it is only carried out at Level-1 and Level-2 because it is simple, easy, and the results can be known immediately at the end of the training. Meanwhile, Level-3 and Level-4 evaluations have not been carried out because they are considered difficult and require large resources. This means that Badiklat does not yet have comprehensive information about the complete effectiveness of training which is needed to improve, provide added value, and also measure the impact of training on organizational performance. The risk of failure to achieve the organization's vision is increasing, one of which is due to the increase in legal challenges over the results of BPK-RI audits. This research was conducted to identify and analyze the relationship and influence of variables in Public Works Infrastructure Audit Training on the Kirkpatrick Four Level Evaluation Model, in the context of implementing a complete evaluation. The hypothesis was built based on a theoretical and analytical framework obtained from literature studies, previous research, and discussions with the management of Badiklat PKN. To test the hypothesis, primary data was collected through a survey questionnaire, which was then processed with the help of Structural Equation Modeling-Partial Least Square (SEM-PLS) statistical modeling. The results f research wich a sample of 169 respondents show that the exogenous variables that have a significant influence on Reaction are Tutors, Training Materials, Facilities, and Learning Methods. Exogenous variables that have a significant influence on Learning are Training Need Analysis, Curriculum, as well as the latent variable Reaction. The latent variable Learning has a direct relationship and a strong influence on latent variable Behavior, and the latent variable Behavior has a direct relationship and a strong influence on the latent variable Result.
