Abstract
Pandemi COVID-19 pada tahun 2020 menuntut masyarakat untuk mengurangi kontak fisik antar individu. Berbagai aspek dalam masyarakat mulai menggunakan teknologi untuk melakukan transformasi digital. Transformasi digital semakin didukung oleh Pemerintah Indonesia dengan diterbitkannya Cetak Biru Strategi Transformasi Digital Kesehatan 2024. Kementerian Kesehatan Republik Indonesia juga mengeluarkan Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 Tentang Rekam Medis. Peraturan ini menegaskan bahwa seluruh Fasilitas Pelayanan Kesehatan harus menyelenggarakan Rekam Medis Elektronik sesuai dengan ketentuan dalam Peraturan Menteri ini. Terdapat tantangan dalam mengembangkan Sistem Rekam Medis Elektronik sehingga sesuai dengan prinsip dalam Cetak Biru Strategi Transformasi Digital Kesehatan 2024 serta implementasi penanganan data yang sesuai dengan standar Fast Healthcare Interoperability Resources (FHIR). Maka, akan dikembangkan back-end Sistem Rekam Medis Elektronik Rumah Sakit yang sesuai dengan Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 Tentang Rekam Medis. Menggunakan Agile methodology, sistem back-end akan dibangun dengan framework Laravel, standar FHIR dengan RESTful API dan MySQL database. Luaran yang dihasilkan adalah sistem back-end yang dapat digunakan untuk menunjang kegiatan operasional Rumah Sakit, khususnya dalam proses pelayanan perorangan serta pengelolaan rekam medis elektronik yang mematuhi Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 Tentang Rekam Medis.

The COVID-19 pandemic in 2020 requires people to reduce physical contact between individuals. Various aspects of society are starting to use technology to carry out digital transformation. Digital transformation is increasingly being supported by the Government of Indonesia with the publication of the 2024 Health Digital Transformation Strategy Blueprint. The Ministry of Health of the Republic of Indonesia also issued Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records. This regulation confirms that all Health Service Facilities must maintain Electronic Medical Records in accordance with the provisions in this Ministerial Regulation. There are challenges in developing an Electronic Medical Record System so that it complies with the principles in the 2024 Health Digital Transformation Strategy Blueprint and the implementation of data handling in accordance with Fast Healthcare Interoperability Resources (FHIR) standards. Thus, a back-end Hospital Electronic Medical Record System will be developed in accordance with the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records. Using the Agile methodology, the back-end system will be built with the Laravel framework, FHIR standard with RESTful API and MySQL database. The resulting output is a back-end system that can be used to support hospital operations, especially in the process of individual services and management of electronic medical records that comply with the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records.
