Abstract

Pandemi Covid-19 mendorong pelaku sektor kesehatan untuk segera melakukan transformasi digital, termasuk di Indonesia. Transformasi digital di bidang kesehatan telah didukung oleh Pemerintah Indonesia dengan diterbitkannya Cetak Biru Strategi Transformasi Digital Kesehatan 2024 dan Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 tentang Rekam Medis oleh Kementerian Kesehatan Republik Indonesia. Dengan diterbitkannya peraturan tersebut, Fasilitas Pelayanan Kesehatan harus menggunakan sistem rekam medis elektronik yang sesuai dengan ketentuan yang telah diatur dalam peraturan tersebut. Akan tetapi, terdapat tantangan dalam mengembangkan sistem rekam medis elektronik yang sesuai dengan ketentuan tersebut berupa data kesehatan yang kurang terstandardisasi dan terintegrasi, serta tenaga kesehatan yang kurang dapat menganalisis data kesehatan secara cepat dan akurat. Tugas akhir ini menawarkan pengembangan aplikasi front-end untuk sistem rekam medis elektronik rumah sakit yang sesuai dengan Cetak Biru Strategi Transformasi Digital Kesehatan 2024 dan Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 tentang Rekam Medis. Pengembangan sistem akan dilakukan dengan menggunakan Vue.js dan Tailwind CSS dengan metode agile. Selain itu, aplikasi front-end juga akan memanfaatkan API yang telah disesuaikan dengan standar Fast Healthcare Interoperability Resources (FHIR). Hasil dari tugas akhir ini adalah aplikasi front-end sistem rekam medis elektronik sesuai dengan Cetak Biru Strategi Transformasi Digital Kesehatan 2024 dan Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 tentang Rekam Medis yang dapat membantu operasional rumah sakit, terutama dalam pelayanan perorangan dan pengelolaan rekam medis.

The Covid-19 pandemic has acted as a catalyst in the healthcare sector to quickly embark on digital transformation, including those in Indonesia. Digital transformation in the healthcare sector has been supported by the Indonesian Government through the issuance of “Cetak Biru Strategi Transformasi Digital Kesehatan 2024” and “Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 tentang Rekam Medis” by the Ministry of Health of the Republic of Indonesia. With the issuance of this regulation, healthcare facilities are required to adopt Electronic Medical Record systems that comply with the provisions stipulated in the regulations. However, there are challenges in the development of Electronic Medical Record systems that align with these standards, such as the lack of standardized and integrated data, as well as the struggles of healthcare professionals in analyzing data quickly and accurately. This research offers the development of a front-end application for hospital Electronic Medical Record systems that align with the “Cetak Biru Strategi Transformasi Digital Kesehatan 2024” and “Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 tentang Rekam Medis”. The system development will be conducted using Vue.js and Tailwind CSS with agile methodology. Furthermore, the front-end application will also utilize APIs that have been made to the Fast Healthcare Interoperability Resources (FHIR) standards. The result of this research is a front-end application for Electronic Medical Record systems that can assist hospital operations, particularly in individual care and medical record management that comply with the “Cetak Biru Strategi Transformasi Digital Kesehatan 2024” and “Peraturan Menteri Kesehatan Republik Indonesia Nomor 24 Tahun 2022 tentang Rekam Medis”.
