Abstract
Indonesia berkomitmen untuk meningkatkan produksi biodiesel, dengan target pemanfaatan biofuel mencapai 5% pada tahun 2025. Namun, tantangan yang dihadapi termasuk ketidakpastian, dampak risiko, dan kompleksitas rantai pasok biodiesel. Kebijakan mandatori biodiesel, seperti B35 yang akan diterapkan pada September 2023, menghadapi berbagai permasalahan teknis seperti infrastruktur, kualitas, logistik, permintaan, dan insentif. Penelitian ini mengembangkan pendekatan inovatif untuk meningkatkan keefektifan rantai pasok bahan bakar, dengan penekanan pada identifikasi dan mitigasi risiko terintegrasi, serta potensi efek domino dari risiko yang mungkin timbul selama kegiatan penyediaan produk fuel blend. Integrasi risiko dalam rantai pasok memegang peranan krusial dalam menentukan bobot risiko dalam mengelola kompleksitas rantai pasok. Modifikasi pendekatan House of Risk (HOR) untuk menghitung integrated risk, terbukti berhasil dalam mengidentifikasi dan memberikan prioritas pada tindakan manajemen risiko yang diperlukan. Dalam konteks manajemen risiko rantai pasok fuel blend, beberapa kejadian risiko berperan sebagai risiko perantara di antara pemangku kepentingan. Beberapa di antaranya melibatkan kendala penurunan produktivitas CPO, keterlambatan pengiriman biodiesel, penurunan produksi crude oil, keterlambatan produksi petrodiesel, dan tidak tersedianya produk fuel blend. Semua stakeholder menghadapi tantangan serupa, yaitu ketersediaan dan keandalan fasilitas transportasi. Pada risk agent terkait ketersediaan dan keandalan fasilitas transportasi, upaya mitigasi dilakukan dalam fungsi traffic dan transportation. Tindakan pencegahan melibatkan penggunaan alternatif antar moda untuk pengiriman produk, serta kerjasama dengan instansi pengelola transportasi jalan raya, kereta, kapal, dan pesawat untuk memperbarui informasi lalu lintas, hambatan, dan kondisi cuaca jalur transportasi secara real-time. Pendekatan ini bertujuan meminimalkan risiko terkait keterlambatan dan ketidakpastian dalam distribusi produk fuel blend.

Indonesia is committed to increasing biodiesel Production, with a target biofuel utilization rate of 5% by 2025. However, challenges faced include uncertainty, risk impacts, and the complexity of the biodiesel Supply Chain. Mandatory biodiesel policies, such as B35 to be implemented in September 2023, encounter various technical issues such as infrastructure, quality, logistics, demand, and incentives. This research develops an innovative approach to enhance the effectiveness of the fuel Supply Chain, emphasizing the identification and mitigation of integrated risks, as well as the potential domino effects of risks that may arise during fuel blend Product supply activities. Risk integration in the Supply Chain plays a crucial role in determining the risk weight in managing the complexity of the Supply Chain. Modification of the House of Risk (HOR) approach for calculating integrated risks has proven successful in identifying and prioritizing necessary risk management actions. In the context of risk management for the fuel blend Supply Chain, some risk events serve as intermediaries among stakeholders. These include constraints on CPO Productivity, delays in biodiesel delivery, a decrease in crude oil Production, delays in petrodiesel Production, and unavailability of fuel blend Products. All stakeholders face similar challenges related to the availability and reliability of transportation facilities. For risk agents related to the availability and reliability of transportation facilities, mitigation efforts are undertaken in the traffic and transportation functions. Preventive measures involve using alternative transportation modes for Product delivery and collaborating with road, rail, ship, and aircraft transportation management agencies to update traffic information, obstacles, and weather conditions on transportation routes in real-time. This approach aims to minimize risks associated with delays and uncertainty in the distribution of fuel blend Products.
