Abstract
Melalui Rencana Strategis Kementerian Pariwisata dan Ekonomi Kreatif (Kemenparekraf) tahun 2020-2024, Kawasan Strategis Pariwisata Nasional Labuan Bajo, menargetkan 500.000 kunjungan pada tahun 2024. Atraksi utama di Labuan Bajo yaitu Taman Nasional Komodo, merupakan kawasan konservasi yang memiliki batasan dalam menerima kunjungan yang dinilai dari daya dukung wisata. Penelitian ini bertujuan untuk mengetahui tingkat hunian destinasi dan perencanaan transportasi yang dapat mendukung upaya pengelolaan wisatawan di Labuan Bajo. Arus pergerakan wisatawan dan pola operasi transportasi laut pada kondisi saat ini dengan acuan kunjungan tahun 2022, Taman Nasional Komodo telah mengalami kelebihan kunjungan sebesar 766 orang/hari (Loh Liang) dan 759 orang/hari (Padar Selatan) dan memiliki tingkat hunian wisatawan sebesar 77,24 persen (Loh Liang) dan 286,62 persen (Padar Selatan). Upaya penerapan jendela waktu kunjungan di destinasi dengan durasi 50 menit (Padar Selatan, Gili Lawa Darat) atau 115 menit (Loh Liang, Loh Buaya, Kampung Komodo, Kampung Rinca) setiap jendela, pemotongan dan konsolidasi rute kapal Phinisi dari 10 rute menjadi 6 rute, serta penekanan dan pengalihan permintaan kunjungan sejumlah 730 kunjungan dari Loh Liang ke Loh Buaya dan 1272 kunjungan dari Padar Selatan ke Gili Lawa Darat dapat mendukung pencapaian target kunjungan tahun 2024 yang setara 2.800 kunjungan/hari pada musim ramai namun terdapat kunjungan pada destinasi satwa komodo yang tidak terakomodasi sejumlah 225 orang. Untuk mendukung upaya tersebut dibutuhkan kapal sebanyak 116 unit kapal Phinisi, 47 unit kapal cepat (speed boat), 91 unit kapal kayu <6 GT, dan 3 unit kapal pesiar dengan biaya total sebesar Rp474.433.077.357,25

Through the Strategic Plan of the Ministry of Tourism and Creative Economy (Kemenparekraf) for 2020-2024, the Labuan Bajo National Tourism Strategic Area, targets 500,000 visits by 2024. The main attraction in Labuan Bajo, Komodo National Park, is a conservation area that has restrictions on receiving visits assessed by the tourism carrying capacity. This study aims to determine the occupancy rate of destinations and transportation planning that can support tourist management efforts in Labuan Bajo. The flow of tourist movements and sea transportation operation patterns in current conditions with reference to visits in 2022, Komodo National Park has experienced excess visits of 766 people/day (Loh Liang) and 759 people/day (Padar Selatan) and has tourist occupancy rates of 77.24 percent (Loh Liang) and 286.62 percent (Padar Selatan). Efforts to implement a visit time window at destinations with a duration of 50 minutes (South Padar, Gili Lawa Darat) or 115 minutes (Loh Liang, Loh Buaya, Kampung Komodo, Kampung Rinca) each window, cutting and consolidating Phinisi routes from 10 routes to 6 routes, as well as suppressing and diverting visit requests totaling 730 visits from Loh Liang to Loh Buaya and 1272 visits from Padar Selatan to Gili Lawa Darat can support the achievement of equivalent 2024 visit targets 2,800 visits/day in high season but there are 225 unaccommodated visits to Komodo dragon destinations. To support these efforts, 116 units of Phinisi, 47 units of speed boats, 91 units of wooden <6 GT boats, and 3 units of cruise ships are needed with a total cost of Rp. 454,605,899,117.65.
