Abstract

Indonesia, yang dikenal sebagai negara agraris, masih menghadapi sejumlah masalah dalam sektor pertanian. Beberapa di antaranya termasuk penurunan produksi padi dan ketersediaan pangan, berkurangnya bantuan alat pertanian, permintaan tinggi namun produksi hortikultura yang musiman, ketidakmerataan distribusi yang mengakibatkan kenaikan harga, serta penurunan distribusi pupuk subsidi urea. Oleh karena itu, pada penelitian ini ingin mengetahui efisiensi terhadap tanaman pangan dan hortikultura dengan menggunakan Data Envelopment Analysis (DEA) yang berorientasi pada output dengan Decision Making Unit (DMU) berupa 32 provinsi di Indonesia. Variabel input yang digunakan yaitu indeks harga yang dibayar petani, jumlah bantuan alat dan mesin pertanian, penyaluran pupuk urea bersubsidi, penyaluran pupuk NPK bersubsidi dan variabel output berupa indeks harga yang diterima petani, indeks ketersediaan pangan, serta jumlah produksi tanaman pangan dan hortikultura. Hasil penelitian ini dengan model Slack Based Measure (SBM) terdapat 3 skema yaitu tanaman pangan, tanaman hortikultura, dan tanaman hortikultura tanpa variabel bawang merah dengan hasil nilai efisiensi pada 3 skema sudah memiliki efisiensi yang bagus karena sebagian besar provinsi efisien. Provinsi yang belum mencapai skor efisiensi dapat melakukan benchmarking dengan nilai lambda. Provinsi terbanyak yang dijadikan referensi pada skema tanaman pangan Provinsi Kalimantan Selatan. Pada skema tanaman hortikultura provinsi terbanyak yang dijadikan referensi set adalah Provinsi Sumatera Barat. Pada skema tanaman hortikultura tanpa variabel bawang merah provinsi yang banyak dijadikan referensi adalah Provinsi Gorontalo. Peningkatan skor efisiensi juga dilakukan dengan memperhatikan nilai slack, target, dan differencing pada variabel yang memerlukan perhatian.

In Indonesia, known as an agricultural country, still faces a number of problems in the agricultural sector. Some of these include declining rice production and food availability, reduced agricultural equipment assistance, high demand but seasonal horticultural production, uneven distribution resulting in price increases, and declining distribution of subsidized urea fertilizer. Therefore, this study aims to determine the efficiency of food crops and horticulture using output-oriented Data Envelopment Analysis (DEA) with Decision Making Unit (DMU) in the form of 32 provinces in Indonesia. The input variables used are the price index paid by farmers, the amount of agricultural equipment and machinery assistance, the distribution of subsidized urea fertilizer, the distribution of subsidized NPK fertilizer and the output variables are the price index received by farmers, the food availability index, and the total production of food crops and horticulture. The results of this study with the Slack Based Measure (SBM) model there are 3 schemes namely food crops, horticultural crops, and horticultural crops without onion variables with the results of efficiency scores on 3 schemes already have good efficiency because most provinces are efficient. Provinces that have not reached the efficiency score can do benchmarking with lambda value. The most provinces that are used as references in the food crop scheme are South Kalimantan Province. In the horticultural crops scheme, the most provinces that are used as reference sets are West Sumatra Province. In the scheme of horticultural crops without onion variables, the province that is used as a reference is Gorontalo Province. The improvement of efficiency scores is also done by paying attention to the value of slack, target, and differencing on variables that require attention.
